Wastewater Treatment and Storaqe: The Amended ROWD states that an aerated wastewater <br /> storage pond will be constructed. We understand that the aeration system is intended <br /> primarily to control odors, but it will likely reduce the BOD and nitrogen content of the <br /> wastewater and retention in the pond will evapoconcentrate salinity constituents to some <br /> degree. Please provide projected effluent concentrations for Biological Oxygen Demand <br /> (BOD), total nitrogen, and fixed and total dissolved solids (FDS and TDS). <br /> 3 Storaqe: The Amended ROWD indicated that "wastewater storage facilities will be constructed <br /> that will provide approximately three to four days of storage prior to land application." We also <br /> understand that Delicato may wish to construct one or more storm water storage/disposal <br /> ponds. Please provide the following information for each pond: <br /> a. Identification (name), location, and function of the pond(s). <br /> b. Surface area, depth, and volumetric capacity at two feet of freeboard. <br /> c. Height (relative to surrounding grade), crest width, interior slope, and exterior slope of <br /> each berm or levee. <br /> d. Materials used to construct each berm or levee. <br /> e. Description of engineered liner, if any. Include a copy of the Construction Quality <br /> Assurance (CQA) Plan (or specify that one will be submitted prior to construction). <br /> f. Estimated steady state percolation rate for each unlined pond. <br /> g. Depth to shallow groundwater below the base and pond inverts. <br /> h. Overfilling/overflow prevention features. <br /> i. Operation and maintenance procedures. <br /> We recommend that the wastewater storage pond include a Geosynthetic liner. If Delicato prefers <br /> not to install a pond liner, the Antidegradation analysis must be revised to address the additional <br /> threat to groundwater quality. <br /> 4. Water Balance: Water balance calculations must demonstrate that sufficient storage capacity <br /> can be provided to accommodate process flow and storm water from a 100-year annual <br /> precipitation event. Although the Amended ROWD provides anticipated hydraulic loading rate <br /> calculations, we understand that these estimates were generated without knowledge of the <br /> storage pond design. Please provide a revised water balance demonstrating adequate <br /> storage and disposal capacity for both the average rainfall year and the 100-year return period <br /> annual total precipitation based on the following: <br /> a. Proposed storage pond geometry. <br /> b. Current and future wastewater, storm water, and supplemental irrigation flows <br /> distributed monthly in accordance with expected/historical monthly flow rates. <br /> c. A minimum of two feet of freeboard in each pond at all times. <br /> d. Historical local evapotranspiration, pan evaporation, and lake evaporation data <br /> (monthly average values). <br /> e. Crop coefficients for the crops that will be grown (this can be simplified by using the <br /> lowest water demand crops for the water balance) <br /> f. Local precipitation data with the 100-year return period annual total distributed monthly <br /> in accordance with mean monthly precipitation patterns. <br />
