f) Permit Registration Documents (PRD's) shall be filed with the State Water Resources Control <br /> Board (SWRCB)to comply with the State"General Permit for Storm Water Discharges Associated <br /> with Construction Activity'. The Waste Discharge Identification(WDID)Number issued by SWRCB <br /> shall be submitted to the Department of Public Works for the file. Coverage under the SWRCB General Construction Permit Order <br /> 2009-0009-DWQ shall be maintained throughout the duration of all phases of the project. <br /> Informational Notes: <br /> I. A Solid Waste Diversion Plan for all applicable projects must be submitted to the Building <br /> Division of the Community Development Department prior to issuance of the building permit. <br /> Contact the Solid Waste Division (468-3066)for information. <br /> ii. This property is subject to the requirements of San Joaquin County Mosquito&Vector Control <br /> District (209-982-4675) and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices(BMP)guidelines for stormwater devices, ponds and <br /> wetlands are available. <br /> iii. All future building permits for projects located within a Special Flood Hazard Area at the time <br /> of permit issuance shall meet the San Joaquin County flood hazard reduction requirements <br /> (Title 9, Chapter 9-1605)and all requirements of the State of California(CCR Title 23)that are <br /> in force at the time of permit issuance. As an example,these requirements may include raising <br /> the finish floor elevation one foot above the expected flood level and/or using flood resistant <br /> materials. <br /> 3) ENVIRONMENTAL HEALTH DEPARTMENT: (Staff contact: Ted Tasiopoulos, [209]953-7698) <br /> a) A soil suitability/nitrate loading study incorporating proposed staff and customer use shall be <br /> submitted to the Environmental Health Department, indicating that the area is suitable for septic <br /> system usage. The studies must be approved by the Environmental Health Department prior to <br /> issuance of building permit(s). (San Joaquin County Development Title, Section 9-1105.2(d)). A <br /> review fee of$695 must be paid at time of submittal to the Environmental Health Department. <br /> The sewage disposal system shall comply with the on site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is <br /> required for each parcel.A permit fee of$139 per percolation hole is required. <br /> b) The following comments pertain to the existing permitted Small Public Water System: <br /> 1. A water demand study that demonstrates the onsite Public Water Well is capable of meeting <br /> the existing water demands and the new water demands of the proposed facility,which includes <br /> the Maximum Day Demand and Peak Hour Flows or fixture units of the proposed facility, shall <br /> be submitted to the Environmental Health Department(EHD). <br /> 2. The Public Water System shall be protected by appropriate backflow devices, as determined <br /> by EHD, from any hazardous water or chemical inter-connection. The location and type of <br /> backflow device shall be indicated on the plans. <br /> 3. The plans shall indicate the location of the new water lines that will be installed from the well <br /> to serve the new facility. <br /> 4. New water lines shall not be installed in the same trench and shall be at least ten feet <br /> horizontally from and one foot vertically above any parallel pip conveying:septage, sewage, or <br /> storm water pipe line conveyance. <br />
