4 <br /> 3. GENERAL PLAN MAP AMENDMENT NO. PA-0500367 AND ZONE RECLASSIFICATION NO. PA- <br /> 0500368 OF DIEDE FARMS, LLC (C/O MACDONNELI: A General Plan Map Amendment to <br /> amend a 9.9-acre portion of two parcels totaling 43.28 acres from General Agriculture (AIG) to <br /> Industrial/Truck Terminal (I/T), and a Zone Reclassification for the same 9.9-acre site from General <br /> Agriculture, 40-acre minimum (AG-40), to Industrial-Truck Terminal (1-T). The project site is located on <br /> I the west side of State Route 99 W. Frontage Road, 1100 feet north of E.Armstrong Road, south of Lodi <br /> (Supervisorial District 4). <br /> Rick Griffin,Associate Planner, introduced the staff report into the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Mike Hakeem, representing Diede Farms, said the applicants have been in operation on Live Oak Road for <br /> 17 years. He said the proposal meets the County's locational criteria. They have met with Caltrans, which <br /> has approved the site location, and have agreed to comply with all their requirements, but the Site Plan and <br /> the Use Permit are not before the Planning Commission tonight. There are significant agricultural buffers to <br /> the north, south, and west and State Route 99 to the east. He said the bases for the General Plan <br /> Amendment and the Zone Reclassification can be met. <br /> Commissioner Eley asked if the proposed truck terminal would be related to Diede Construction. <br /> Mike Hakeem said this will be a different facility, but there will be storage on the site from the construction <br /> site. <br /> OPPONENTS: <br /> Barbara Hucksteadt said she does not have information about the environmental review concerning air <br /> quality and traffic safety. She is concerned about the type of trucks that will be coming in to this facility in the <br /> future. <br /> Jesse Berumen said this site is only 60 feet from his lot.--'Hd is not in favor of a truck kerrriinal It would hurf <br /> property values. He has concerns about more traffic. He said this project will have an impact on the <br /> environment. <br /> Dennis Regan said he has concerns about traffic safety on State Route 99. <br /> Norma Johnson said she has concerns about taking more land out of agricultural production. Once this <br /> property is rezoned, it could be sold at a later date and have a different type of terminal go in. She requested <br /> a traffic study be done for this area. She has concerns about traffic from Harney Lane and the west frontage <br /> road on the residential areas on Scotts and Armstrong. She requested they continue this matter until a traffic <br /> study is done. <br /> Bobbi Forsberg said this is a residential area. This operation will produce much more truck traffic on the <br /> frontage road. Many people ride their bikes on this road. <br /> Elizabeth Daniel said she has concerns about traffic and headlights from southbound frontage road traffic. <br /> When Eight Mile Road is expanded, there will be more traffic in this area. She is also concerned about <br /> contamination of the ground water from this operation. <br /> Gary Daniel said he has concerns about hours of operation, lighting, acceleration and deceleration lanes, <br /> noise, and future expansion. <br /> PC MINUTES PC: 9-1-05 <br />
