Gu • The Conditions of Approval for the proposed underlying project will ensure that General Plan Policies and Development Title regulations are met. Therefore, the project will be permitted to continue to be served by a private septic system. Water SuppIV Industrial areas outside of Communities generally require a public water system serving the entire planned area. Individual wells may be permitted in the Truck Terminals designation_ (General Plan, Volume I, pg. IV-105) • The parcel will continue to be served by an individual well. Storm Water Drainage Industrial areas outside of Communities generally require a public drainage system serving the entire planned area. On-site drainage may be permitted in the Truck Terminals designation. (General Plan, Volume I, pg. IV-109) • The parcel will be served by on-site drainage. Neighborhood Responses The Community Development Department has received two letters and a petition with 28 signatures in opposition to this project. The petition does not address specific issues, but it does ask that the Community Development Department notify those listed on the petition of the public hearing. In addition, one letter was received that stated"no objections" as long as certain improvements to the roadways were required as part of the project approval_ General Plan Development Criteria D, E, F, and G (pg. IV-34, listed above) address these issues. The Community Development Department and the Public Works Department will incorporate these development criteria as Conditions of Approval of the underlying project. The two letters in opposition address traffic and safety, noise, air quality, a green belt area, and property values (aesthetics). Traffic The General Plan requirements for the Truck Terminal General Plan designation are that there are acceleration and deceleration lanes or other traffic control devices determined to be necessary by Public Works and that they be developed so that all truck activities are conducted within the confines of the terminal property with screening from adjacent property. These requirements will become Conditions of Approval of the underlying Use Permit for a truck terminal_ Public Works will address the need for a traffic study. Noise This area is already subject to excessive noise from State Route 99. This project is not expected to contribute significant additional levels of noise.
