Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; <br /> 2. Forward General Plan Map Amendment No. PA-0500367 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make the required "Basis for <br /> General Plan Map Amendment";and <br /> 3. Forward Zone Reclassification No. PA-0500368 to the Board of Supervisors with a <br /> recommendation of intent to approve based on the ability to make the required "Bases for Zone <br /> Reclassification." <br /> Basis for General Plan Map Amendment <br /> 1. The internal consistency of the General Plan is maintained in the adoption of the Map Amendment. <br /> • This determination can be made because the project site will satisfy all Development and <br /> Locational Criteria for truck terminals as identified in Volume 1, Policy 2(c)Truck Terminals <br /> (pg. IV-33 &34). Specifically,this project is outside the urban boundary of both Lodi and <br /> Stockton. It is located on a frontage road less than one mile from a freeway interchange. <br /> There are no residential, commercial, or Resource Conservation areas designated on the <br /> County General Pian Map in the vicinity. A site plan for the proposed truck terminal has <br /> been submitted as part of this application. <br /> Bases for Zone Reclassification <br /> 1, The proposed zone district is consistent with the General Plan, any applicable Master Plan, and any <br /> applicable Specific Plan. <br /> I <br /> • This determination can be made because the proposed industrial-Truck Terminal (1-T)zone <br /> is a consistent implementing zone for the Industrial-Truck Terminal (IIT)General Plan <br /> designation. There are no applicable Master Plans or Specific Plans. <br /> 2. The proposed zone district is reasonable and beneficial at the time. <br /> • This determination can be made because the applicant has indicated he is ready to apply <br /> for a truck terminal. A proposed site plan was included as part of this application.
