Analysis. <br /> Background <br /> Although no.underlymg project has been submitted; the'applicants have stated that 06likely underlying <br /> project.will be a 4:4 acre area for a-truck terminal for12.trucks and 24 trailers tl at will''include.a 3,200. <br /> square foot offce,and shop, a 2.2 acre area for'constructio'n services thatwill ilclude a 13,550 square <br /> foot office;and 6`3.2 acre area for future expansion <br /> if the�project is approved, a Lot Line Adjustmentapplicati6nwill be fled with the Comm'unity!Development <br /> Department to align the property lines with thel/T General: designation and the 1-T zone. <br /> General Plan'Policies <br /> Development Title Section 9-803.4 states that prior to approving an application,for a General Plan <br /> Amendment, the Planning Commission and the Board;of Supervisors shall determine that the internal <br /> consistency of the General Plan is maintained in the adoptioh.of the Amendment. <br /> The General Plan states that a sufficient number of industrial areas shall be provided tc allow a variety <br /> and choice of sites in terms of location, transportation facilities, availability of services, labor pool, and <br /> parcel size (Volume 1, Policy 1, pg. IV-31). <br /> The Truck Terminal designation has the following General Plan requirements: <br /> Volume 1 Policy 2(c)Truck Terminals (pg. IV-33 and 34): <br /> 1. Function: Provide a location in areas outside of urban communities in close proximity to freeways <br /> to transfer goods from large freight trucks to smaller trucks for local distribution or to consolidate <br /> small loads to large freight trucks for delivery to distant locations, and for the hauling and storage <br /> of uncontainerized materials. <br /> • This project is outside of the urban boundary of both Lodi and Stockton. It is less than one <br /> mile to a freeway interchange. The Armstrong Road exit off of southbound State Route 99 is <br /> 600 feet south of the project site. <br /> 2. Typical Uses: Truck terminals. Terminal facilities include a loading dock; yard/apron for <br /> maneuvering; and space for parking tractors, trailers, and employee vehicles. Terminal facilities <br /> may include office space, repair and maintenance facilities, refueling facilities, storage facilities, <br /> containers for unpackaged materials, and railroad sidings. <br /> • The proposed underlying project will include a loading dock, a yard for maneuvering, space <br /> for parking tractors, trailers, and employee vehicles, two offices, and repair and maintenance <br /> facilities. <br /> 3. Development and Locational Criteria. Truck terminals shall: <br /> A.
