A <br /> site plan for the proposed truck terminal was included as part of this application. An <br /> approved Use Permit application for the underlying project will be required if the General <br /> Plan Amendment and Zone Reclassification applications are approved. <br /> I B. Be outside of the path of urban development for the planning period of the General Plan; <br /> • The project is outside the Spheres of influence of both Lodi and Stockton. There are no <br /> residential or commercially zoned parcels in the area. The project area is not within an <br /> area designated as part of a General Plan 2010 Community. <br /> C. Be located on a Minor Arterial or higher classification roadway or frontage road which is <br /> within one road mile of a freeway interchange; <br /> • The project is located on the frontage road along the west side of State Route 99 and.is <br /> less than one mile to a freeway interchange. <br /> D_ Provide for acceleration and deceleration lanes or other traffic control devices <br /> determined to be necessary by Public Works; <br /> E. Be developed so that all truck activities are conducted within the confines of the terminal <br /> property with screening from adjacent property; <br /> F. Provide screening, landscaping, and buffers to the road and adjacent land uses; <br /> G. Be developed so there is adequate room to allow for easy maneuvering of trucks in and <br /> out of the terminal and in and out of the docks, and for parking both of the trucks and <br /> employee vehicles; and <br /> • Criteria D, E F, and G will be incorporated as Conditions of Approval of the Use Permit <br /> when the application for the underlying project is submitted. <br /> x <br /> H. Not be adjacent to residential, commercial (other than freeway service areas), or <br /> Resource Conservation areas that are designated on the County General Plan Map. <br /> • There are no residential, commercial, or Resource Conservation areas designated on the <br /> County General Plan Map in the vicinity_ The nearest area is Pixley Slough, 0.65 miles to <br /> the south, which is designated Resource Conservation. <br /> The proposed project is consistent with all General Plan development and locational criteria and policies <br /> required for the Industrial-Truck Terminal designation. <br /> Infrastructure Requirements <br /> Wastewater Treatment " <br /> Industrial areas outside of Communities generally require a public wastewater system serving the entire <br /> planned area. Septic systems may be permitted in the Truck Terminals designation if General Plan <br /> policies and Development Title regulations are met. (General Plan, Volume 1, pg.
