h. Verification shall be obtained from the Solid Waste Division(468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> i. The applicant shall obtain a Storm Water Pollution Prevention Flan permit from the State Water <br /> Resources Control Board prior to the beginning of any construction. <br /> j. The project's access driveway shall be stop controlled. <br /> k. The applicant shall provide for the installation of"No Parkirig",signs along the project frontage for a <br /> distance of 200 feet north and south of the project's access driveway. <br /> 1. The applicant shall pay the following fair share amounts for mitigation of traffic impacts prior to the <br /> issuance of building permits: <br /> (1) Armstrong Road/State Route 99 W. Frontage Road -$6,500.00. <br /> (2) Armstrong Road/State Route 99 E. Frontage Road -$7,750.00. <br /> NOTE: Any construction activity that results in the disturbance ofat least one acre of soil shall require a <br /> State NPDES construction Permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: Michael'Escotto,468-3443) <br /> a. Environmental Health requires a soil suitability/nitrate loading study incorporating proposed staff and <br /> customer use which indicates that the area is suitable for septic tank usage. This must be performed <br /> prior to issuance of building permits(Development Title Section 9-1105.2[d]). A review fee of <br /> $475.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$95.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane and nitrates <br /> prior to issuance of building permits. Samples are to be taken and analyzed by a State approved <br /> laboratory. (Development Title Section 9-1115.7) <br /> c. State on revised site plans the maximum number of employees and customers the sewage disposal <br /> system is being designed for. In addition, show on revised plans that the leach field area will be <br /> barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area <br /> must be used for that specific purpose only, and it cannot contain any underground utility lines <br /> (Development Title Section 9-1110.4[c][5]). In addition, the revised site plan shall incorporate the <br /> 100 percent designed sewage disposal replacement area. <br /> d. Construction of individual sewage disposal systems under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability/Nitrate Loading Study <br /> findings. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> e. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four,a yearly permit to operate a public water system will be required <br /> by Environmental Health.
