d. A copy of the Improvement Plan shall be submitted prior to release of building permits. <br /> (Note: A traffic study has been prepared, and no mitigations will be required of the <br /> applicant.) <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Ted Norgard, 468-3443) <br /> a. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed as required by Development Title Section 9-1105.2(d). A nitrate loading <br /> study is required, and a review fee of $390.00 must be paid at the time of submittal to <br /> the Environmental Health Division. <br /> b. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development <br /> Title Sections 9-1110.3 and 9-1110.4) <br /> C. State on revised plans or improvement plans the maximum number of parishoners the <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so it cannot be driven over, parked on, or used as a storage area. This leach <br /> field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines. (Development Title Section 9-1110.4(c)(5)) <br /> d. Construct a water well under permit and inspection by the Environmental Health Division <br /> prior to occupancy. Should the number of nonresident individuals exceed 24 for at least <br /> 60 days per year, or the number of service connections exceed four, a yearly permit to <br /> operate a public water system under the provisions of Title 22, CCR, will be required by <br /> the Environmental Health Division and Development Title Sections 9-1120.2 and 9- <br /> 1115.9. <br /> e. Any existing private water wells shall be tested for the chemical dibromochloropropane <br /> (DBCP) and nitrates prior to recordation of the Parcel Map. Samples are to be taken <br /> and analyzed by a State approved laboratory. (Development Title Section 9-1115.7) <br /> f. Refuse, garbage, and other solid waste material must be stored, removed, and <br /> transported to an approved landfill in accordance with San Joaquin County Ordinance <br /> Code Section 5-2400. <br /> 4. WOODBRIDGE FIRE DISTRICT: <br /> a. The following Uniform Fire Code and San Joaquin County Ordinance Code requirements <br /> will be applicable and shall be incorporated into the construction plans before submittal <br /> to the Community Development Department for a building permit. <br /> (1) Fire flow will be provided for proposed buildings by the use of public water mains <br /> (Appendix 111-A of the Uniform Fire Code). <br /> (2) Fire hydrants shall be supplied in accordance with Appendix III-B of the Uniform <br /> Fire Code. The type, size, location, and placement of the hydrants shall be as <br /> directed by the Woodbridge Fire District. <br /> (3) Fire protection systems shall be installed according to Article 10 of the California <br /> Fire Code, the appropriate standards and guides adopted in Chapter 35 of the <br /> California Building Code, and the California Electrical Code. <br /> (4) All valves controlling the water supply for automatic fire sprinkler systems and <br /> water-flow switches shall be monitored in accordance with Section 904.3.1 of the <br /> California Fire Code. <br /> Conditions of Approval - 4 - UP-97-10 <br />
