Conceivably, at such a large <br /> regional facility there would be services and programs conducted on a daily <br /> basis, not simply once-a-week Sunday services. If built, this project would <br /> pose a constant traffic safety problem. A traffic study should be conducted. <br /> 4. Increase air pollution and damage to crops. The great increase in traffic <br /> congestion will result in the degradation of air quality in the area. The <br /> California Air Resources Board has proven that increased air pollution causes <br /> negative heatth effects, but more importantly in this case, that increased air <br /> pollution has serious effects on crops, i.e. plant sizes are reduced, growth is <br /> stunted, and crop yields are decreased. This is very serious. For this reason <br /> also, the proposed project should not be allowed. <br /> 5. Ground water runoff and ground water contamination. I am concerned <br /> that the large number of motor vehicles that this facility would have to <br /> accommodate would pose a serious hazard to adjacent farmland. The toxic <br /> hazardous waste containing water would run off, contaminating the adjacent <br /> properties. The proposed retention basin creates a hazard in itself in terms of <br /> size, odors, etc. The quality of ground water in the area is already <br /> questionable. With the addition of such a large facility and a large septic <br /> system, further degradation of groundwater quality is certain. <br /> 6. Decreased property values. A large facility as this, with its incompatible use <br /> adjacent to existing farming operations, will decrease my property value and <br /> slowly erode the viable use of my property for farming. The recent investment <br /> in my new orchard would pose a severe and sure economic loss. <br /> 7. Negative security Impacts. This proposed project will attract large numbers <br /> of people. The need for increased security is apparent. More people in the <br /> area will bring an increase in theft and vandalism. Typically, farm equipment <br /> and irrigation systems are not enclosed. My costs to prevent this, e.g. fencing, <br /> enclosures, insurance, etc. will skyrocket. 1 can't afford to do this- <br /> Lastly, I take exception to the proposed environmental negative declaration. Such a <br /> large regional facility will attract a large number of people to the many and various <br /> functions and as such have an equal or greater impact on the environment as a medium <br /> to large industrial facility would. An EIR should be done. I request an EIR. There are <br /> some things with any project that just can't be mitigated at any cost. In this case, the <br /> loss of prime farmland cannot be mitigated.
