Analysis <br /> Appeal Statement <br /> The appellant expresses concerns regarding appearance, litter, noise, and traffic. <br /> Response to Appeal Statement <br /> Appearance <br /> All outdoor storage and related activities will be screened from view, and a 10-foot-wide landscape strip <br /> is required along the roadways. Areas that are not built upon will be paved or landscaped. <br /> Litter <br /> The required screening will prevent litter from leaving the site. Litter is not expected to be a significant <br /> problem. <br /> Noise <br /> Noise receptors include three residences located to the south, southeast, and east of this site. The <br /> properties directly to the east and south are zoned C-G. The property to the southeast, across the <br /> frontage road, is zoned AU-20 and is designated R/L on the General Plan. Noise will be generated by <br /> automobile and truck traffic, the dumping of bottles and cans into small containers, and the dumping of <br /> those containers into larger containers. The 65clB CNEL noise contour generated by traffic on State <br /> Route 99, projected for 2005, extends approximately 600 feet from the freeway. The noise generated by <br /> this project is not expected to be significantly greater than the background freeway noise. To reduce <br /> noise at night, no work activities are permitted after 7:00 p.m. or before 7:00 a.m. <br /> Traffic <br /> The application states that the project will have two employees, 30 to 40 customers per shift, and 25 to <br /> 30 trips per shift. According to the applicant, trucks picking up materials will generate less than one trip <br /> per day. According to the Public Works Department, State Route 99 East Frontage Road operates at <br /> Level of Service A or B.
