Recommendations <br /> Action <br /> It is recommended that the Planning Commission deny the appeal and uphold the Community <br /> Development Department's approval of Site Approval No. SA-95-1. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This finding can be made because a consumer recycling facility is a permitted use in <br /> the C-G zone, which is an implementing zone of the C/G General Plan designation. <br /> There are no other applicable plans. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the 1.6-acre site has adequate space for an on-site <br /> well, a septic system, and drainage, and the site has frontage on State Route 99 East <br /> Frontage Road. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the site is relatively level and is bounded by roads <br /> or commercial property. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the site is bounded by roadways or commercial <br /> property on all sides. In addition, the outdoor activities will be screened from roads <br /> and adjacent property. <br /> 5.
