Recommendations
Action
It is recommended that the Planning Commission deny the appeal and uphold the Community
Development Department's approval of Site Approval No. SA-95-1.
Findings
1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan,
any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable
plan adopted by the County.
• This finding can be made because a consumer recycling facility is a permitted use in
the C-G zone, which is an implementing zone of the C/G General Plan designation.
There are no other applicable plans.
2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary
facilities have been provided, and the proposed improvements are properly related to existing and
proposed roadways.
• This finding can be made because the 1.6-acre site has adequate space for an on-site
well, a septic system, and drainage, and the site has frontage on State Route 99 East
Frontage Road.
3. The site is physically suitable for the type of development and for the intensity of development.
• This finding can be made because the site is relatively level and is bounded by roads
or commercial property.
4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare
or be injurious to the property or improvements of adjacent properties.
• This finding can be made because the site is bounded by roadways or commercial
property on all sides. In addition, the outdoor activities will be screened from roads
and adjacent property.
5. The use is compatible with adjoining land uses.
• This finding can be made because the adjoining land uses are commercial or
roadway.
San Joaquin County SA-95-1/Maraspini
Community Development Page 6
