Recommendations <br /> Action <br /> It Is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-97-3 based on the Findings and subject to the <br /> Conditions of Approval contained in the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan <br /> and any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other <br /> applicable plan adopted by the County. <br /> • This finding can be made because the proposed use is consistent with the A/G <br /> (General Agriculture) and OS/RC (Open Space Resource Conservation) designations <br /> of the General Plan and is permitted in the AG-20 zone subject to an approved Use <br /> Permit application. The proposed church facility presents no significant General Plan <br /> policy issues, and there are no Master, Specific, or Special Purpose Plans affecting <br /> the site. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply, drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the project site has public road frontage on State <br /> Route 99 West Frontage Road and because all other services will be provided on the <br /> site in conformance with applicable Ordinance requirements. The traffic study also <br /> concluded that development of the church as proposed will not significantly Impact <br /> area roadways. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the Site Plan demonstrates that all activities <br /> proposed on the property can be accommodated on the site and meet all County <br /> standards for parking, yards, and on-site services. <br /> a. issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> This finding can be made because the Initial Study prepared for UP-97-3 found that <br /> the project would not result in any significant, adverse environmental Impacts. <br /> San Joaquin County UP-97-3/Mason <br /> Community Development Page 8 <br />
