e. Any additional right-of-way required for the frontage improvements shall be dedicated to <br /> San Joaquin County prior to issuance of the building permit. <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Greg Oliveira, 468-0341) <br /> a. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed prior to acceptance of the application, as required by Section 9-1105.2(d) <br /> of the Development Trtle. A nitrate loading study is required, and a review fee of$390.00 <br /> must be paid at the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San <br /> Joaquin County prior to approval. A percolation test that meets absorption rates of the <br /> manual of septic tank practice or the EPA Design Manual for on-site waste water <br /> treatment and disposal systems is required for each parcel. A permit fee of $78.00 per <br /> percolation hold is required. <br /> b. Submit an improvement plan to the San Joaquin County Community Development <br /> Department for approval by the Environmental Health Division which shows sewage and <br /> well information, as required by the improvement plan (including a 100 percent expansion <br /> area). <br /> C. State on revised plans or improvement plans the maximum number of employees the <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so it cannot be driven over, parked on, or used as a storage area. This leach <br /> field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines. (Development Title Section 9-1110.4(c)(5)) <br /> d. Open, pump, and backfill the septic tank, seepage pit, or excavation under permit and <br /> inspection by the Environmental Health Division. (Development Title Sections 9-1110.3 <br /> and 9-1110.4) <br /> e. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development Title <br /> Sectios 9-1110.3 and 9-1110.4) <br /> f. Demolition of all dilapidated structures and removal of all demolition material from the <br /> premises to an approved landfill site is required in accordance with San Joaquin County <br /> Ordinance Code Section 5-2401. <br /> g. Construct a water well under permit and inspection by the Environmental Health Division <br /> prior to occupancy. Should the number of non-resident individuals exceed 24 for at least <br /> 60 days per year, or the number of service connections exceeds four, a yearly permit to <br /> operate a public water system under the provisions of the California Code of Regulations, <br /> Title 22, will be required by the Environmental Health Division and Development Title <br /> Sections 9-1120.2 and 9-1115.9. <br /> h. The existing private water wells shall be tested for the chemical dibromochloropropane <br /> (DBCP) and nitrates prior to recordation of the Parcel Map.
