2) The resulting development pattern: leapfrog development shall be strongly <br /> discouraged. <br /> • The proposed project could potentially result in leapfrog development <br /> because the site would be an industrial parcel outside of an urban community <br /> and be surrounded by parcels with an agricultural designation. <br /> Water Policy <br /> The Department of Pubic Works has indicated that the proposed underlying project at <br /> the site will need to be consistent with the County Water Policy. Prior to submittal of the <br /> full General Plan Amendment application the applicant will need to demonstrate that the <br /> proposed use for the site will not require more water supply than the previous use at the <br /> site. <br /> Full Application <br /> Should the applicant decide to submit a full application to the Community Development <br /> Department the following shall be included: <br /> • An application for Zone Reclassification (submit 10 copies of the <br /> application). An application for an urban zone such as I-L or I-W, cannot be <br /> accepted unless the developer provides "will serve letters" from the <br /> agencies expected to provide the required services. It may be possible to <br /> re-zone to AU-20 as an interim zone. <br /> • Submit a soil suitability study to the Environmental Health Department <br /> • Submit seven copies of the application for General Plan Amendment. <br /> PRE-APP DISCLAIMER <br /> NOTE: The pre-application conference is designed to inform prospective <br /> applicants of General Plan consistency, zoning consistency, public improvement <br /> requirements, preliminary design constraints and opportunities, and major environmental <br /> and safety issues. The applicant should be aware that a detailed review will not be done until the <br /> full application is submitted.
