2) The resulting development pattern: leapfrog development shall be strongly
discouraged.
• The proposed project could potentially result in leapfrog development
because the site would be an industrial parcel outside of an urban community
and be surrounded by parcels with an agricultural designation.
Water Policy
The Department of Pubic Works has indicated that the proposed underlying project at
the site will need to be consistent with the County Water Policy. Prior to submittal of the
full General Plan Amendment application the applicant will need to demonstrate that the
proposed use for the site will not require more water supply than the previous use at the
site.
Full Application
Should the applicant decide to submit a full application to the Community Development
Department the following shall be included:
• An application for Zone Reclassification (submit 10 copies of the
application). An application for an urban zone such as I-L or I-W, cannot be
accepted unless the developer provides "will serve letters" from the
agencies expected to provide the required services. It may be possible to
re-zone to AU-20 as an interim zone.
• Submit a soil suitability study to the Environmental Health Department
• Submit seven copies of the application for General Plan Amendment.
PRE-APP DISCLAIMER
NOTE: The pre-application conference is designed to inform prospective
applicants of General Plan consistency, zoning consistency, public improvement
requirements, preliminary design constraints and opportunities, and major environmental
and safety issues. This information is provided in the hope of assisting the applicant in
submitting a better and more complete application, as well as minimizing processing time.
It is not intended to be an in-depth analysis, and an environmental assessment is not
completed. The applicant should be aware that a detailed review will not be done until the
full application is submitted. Also, if new or additional information is obtained, a revised
application or Environmental Impact Report may be required.
LM:vb
PA0200287
C: Woodbridge Partners
