Location and Character of Development Policy 7 (General Plan Vol. I pp IV-5) <br /> 1) Residential, commercial, and industrial development shall be shown on the <br /> General Plan Map only in communities identified in Figure IV-1, except in the <br /> following instances: <br /> Contiguous, industrial expansion of existing industrial area; <br /> Freeway Service areas; <br /> Commercial Recreation areas; or <br /> Truck Terminal areas." <br /> The proposal to change the General Plan designation is not consistent <br /> with the criteria listed above because the site is located outside on an urban <br /> community and is not an expansion of one of the listed designations. <br /> Zoning/Development Title (General Plan Vol I pp IV-11 Implementation Policy 4.(b) <br /> The Zoning designation of the site would also have to be changed to be consistent with <br /> the proposed General Plan designation before the underlying project could take place. <br /> The General Plan states, "urban zones shall be applied to areas planned for urban <br /> development only when those areas are needed for development and when services are <br /> or can be made available." <br /> A zone reclassification for the site would not be consistent with the above policy because <br /> there are no services available at this time. <br /> Development of Industrial Areas (General Plan Vol. I pp. IV-34) <br /> The following criteria apply to the proposed General Plan Amendment: <br /> 1) Industrial uses shall be grouped to reduce conflicts with surrounding land uses <br /> and to make efficient use of the services and facilities. <br /> The proposed site will not be grouped with any other industrial uses. It <br /> would be a single industrial parcel in an area that has an agricultural <br /> designation. <br /> 2) Each industrial site should have frontage on a road developed to County <br /> standards. The planned industrial area shall have access on a Minor Arterial or <br /> higher classification roadway. <br /> The project site is not located on a Minor Arterial of higher classification <br /> roadway. State Route 99 frontage Road and Clarksdale Road are <br /> considered local roads. <br /> Conversion of Agricultural uses to non-agricultural uses (General Plan Vol. 1 pp. IV-13) <br /> The following criteria should be used for evaluation: <br /> 1) The availability of infrastructure. <br /> Public wastewater treatment, storm drainage and water facilities are not <br /> available for the proposed general Plan amendment. <br />
