DRAFT <br /> M I N U T E S <br /> 2 . USE PERMIT APPLICATION NO. IIP-95-16 OF LESTER AND MILDRED <br /> CALKINS (C/O CALVARY BIBLE CHURCH) to establish a church and <br /> related facilities in two phases. The project site is located <br /> on the southwest corner of Winery Road and State Route 99 West <br /> Frontage Road, north of Lodi (Supervisorial District 4) . <br /> Kerry Sullivan, Senior Planner, introduced the staff report into <br /> the record. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Larry Wenell (246 E. Main, Stockton) , an architect for the project, <br /> said the correct name of the church was Calvary Bible Church. He <br /> said churches are good neighbors and have low impacts. They don't <br /> generate heavy traffic during peak hours. This church will be well <br /> managed and will not conflict with neighboring uses. There is <br /> highway access for people coming from different directions. Public <br /> Works has determined that access will be along Winery Road. No <br /> school activities are planned except for Sunday school and <br /> recreation. They have about 450 church members. <br /> Randy Bowman (16080 East Vally Oak, Woodbridge) , pastor of Calvary <br /> Bible Church, said they do not have any plans for any school at <br /> this facility. Mokelumne River School is across the highway, and <br /> many members of the church have children who attend that school. <br /> Les Calkins (19825 N. State Route 99 , Acampo),., the owner of the <br /> property, said he has tried to lease this land to farmers, but it <br /> is too small for them. <br /> OPPONENTS: <br /> Mike Hakeem (2800 W. March Lane, Stockton) , representing Calva to <br /> the north of the site, said that Calva moved to this site in 1988 <br /> because of its location in an agricultural area. They distribute <br /> 80 percent of the powerded milk on the west coast and to 14 <br /> countries around the world. They have 35 to 40 full-time employees <br /> with a one million dollars payroll. Six months ago, they started <br /> a three-phase expansion plan in which they will go from operating <br /> five days a week to seven days a week, 24 hours a day. A spray dry <br /> facility, a feed facility, and a tower are being planned. There <br /> are about 20 18-wheel trucks going in and out every day. The <br /> traffic study refers to data from 1987 . This plant was built in <br /> 1988 , so the traffic study does not mention Calva or the truck <br /> traffic. Also, there are several other truck stops in the area <br /> that run trucks up and down the frontage road. Lodi Vintners dumps <br /> their grape pumice into a pond to the west of the site. The pumice <br /> is very smelly on a hot day. Vineyards are located all around the <br /> project site. Sprays and smells will be directed toward the <br /> project site from the northwest wind.
