wrong place for a church because it will conflict with agricultural
spraying and agricultural operations. He reads a letter from Joe
Timura, of Timura Farms, who is opposed to the church site because
of conflicts with the surrounding agricultural practices. He reads
a letter from Chatfield Investment Company, which states that they
have a wine bottling facility that might want to relocate in this
area. Chatfield is opposed to the church site because of the heavy
truck traffic that will be using the roads in the area. Mr. Hakeem
said he cannot make Findings 3 , 4 , and 5 .
Bill Cook (1242 Beverly Drive, Lodi) said the spray tower will be
placed close to the manufacturing facility. The drainage ponds
that will be removed to put in the tower will be replaced with
storage tanks.
Dennis Alexander (18678 N. State Route 99 , Acampo) , owner of
California Concentrate, spoke of his concerns about conflicts
between the church and the neighboring farm operations.
REBUTTAL:
Larry Wenell said Mr. Hakeem talked about the influences of the
surrounding properties on the church and not the other way around.
There are many schools and churches that are next to vineyards and
other farming operations. There are not as many trucks as they
say. The church is a low impact use.
PUBLIC HEARING CLOSED:
Commissioner Demichelis said that the church can be growth
inducing. Valley Air Pollution says that we need to use other
forms of transportaton. This church use will increase the traffic
because most members will be using their own cars.
Commissioner Zunino said that we have approved other churches in
locations where they have to drive their cars. Also, this
particular location is rather close to Lodi.
Commissioner Morri said that these church people will be coming
from all over and not just from Lodi. They have approved other
churches in other agricultural locations, but this church will
contain 50 , 000 square feet of building. He cannot make Findings 4
and 5 .
Commissioner Stockar said he could not make Findings 4 and 5 . He
thinks there are some conflicts here. Perhaps the church can find
another location.
Commissioner Carter said there has to be a happy union between the
chruch and the surrounding properties. She is not happy with this
location.
PC MINUTES -6- PC: 3-21-96
