Analysis <br /> General Plan/Zoning Consistency <br /> The project site is designated on the maps of the General Plan as A/G (General Agriculture) with an <br /> accompanying, consistent zoning designation of AG-20 (General Agriculture; 20-acre minimum parcel <br /> size). According to Table 9-605.2 of the Development Title, 'Uses in the Agricultural Zones,' all three <br /> Religious Assembly use types (Neighborhood, Community, and Regional) are permitted in the agricultural <br /> zones subject to an approved Use Permit application. Due to its proposed number of seats, the project <br /> is classified as a Religious Assembly, Regional use type. <br /> Land Use/Area Compatibility <br /> The project site currently contains a residence and garage, both of which will be removed from the site <br /> during construction of the church facility. The remainder of the site is vacant. Surrounding land uses are <br /> as follows: a residence and State Route 99 to the east, a vineyard and a residence to the south, a <br /> vineyard to the west, and a vineyard and an agricultural feed manufacturing facility to the north. The <br /> proposed church is not expected to be significantly affected by local agricultural practices because the <br /> project does not include either a school or a day care component; however, development of the proposed <br /> church may result in restrictions being placed on agricultural spraying in adjacent vineyards. The <br /> proposed church facility is not expected to adversely affect or be affected by the operations of the <br /> adjacent agricultural manufacturing facility because both uses are primarily located within structures and <br /> because outdoor activities were not found to have significant off-site impacts. <br /> Traffic <br /> In their responses to the application referral for the Use Permit application, both the Department of Public <br /> Works and Caltrans indicated that the project's potential traffic impacts were high enough to warrant a <br /> traffic study. The study, which was administered by the Department of Public Works and reviewed by the <br /> California Department of Transportation, concluded that the project would not result in significant, adverse <br /> traffic impacts in the vicinity of the subject parcel. Further, it concluded that no traffic-related <br /> improvements would be required on either County or State roadways to mitigate the project's anticipated <br /> traffic impacts. <br /> San Joaquin County UP-95-16/Calkins <br /> Community Development -12- <br />
