Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit Application No. UP-95-16 based on the Findings and subject to the <br /> Conditions of Approval contained In the staff report. <br /> Findings <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable <br /> plan adopted by the County. <br /> • This Finding can be made because the proposed use is consistent with the A/G <br /> (General Agriculture) designation of the General Plan and Is permitted In the AG-20 <br /> zone subject to an approved Use Permit application. The proposed church facility <br /> presents no significant General Plan policy Issues, and there are no Master, Specific, <br /> or Special Purpose Plans affecting the site. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because the project site has public road frontage on <br /> Winery Road and State Route 99 West Frontage Road and because all other services <br /> will be provided on the site In conformance with applicable Ordinance requirements. <br /> The traffic study also concluded that development of the church as proposed will not <br /> significantly Impact area roadways. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because the Site Plan demonstrates that all activities <br /> proposed on the property can be accommodated on the site and meet all County <br /> standards for parking, yards, and on-site services. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding can be made because the Initial Study prepared for UP-95-16 found that <br /> the project would not result In any significant, adverse environmental Impacts. <br /> San Joaquin County UP-95-16/Calkins <br /> Community Development - 13- <br />
