UP-95-16 OF LESTER & <br /> MILDRED CALKINS (CALVARY BIBLE CHURCH) <br /> ----------------------------------------------------------------- <br /> The request is a Use Permit application to establish a church <br /> facility in two phases on an 8 . 2-acre parcel located on the <br /> southwest corner of Winery Road and State Route 99 West Frontage <br /> Road, north of Lodi. The phasing is as follows: Phase 1 is <br /> comprised of the construction of a 30, 000-square foot structure for <br /> a 500-seat worship and education center and Phase 2 is comprised of <br /> the construction of a 20, 000-square-foot, two story recreation, <br /> education, and office, with an expansion of the Phase 1 building to <br /> 990 seats. On-site services, improvements, and approximately 187 <br /> parking spaces will be constructed in Phase 1. The existing <br /> residence on the property will be demolished and 163 additional <br /> parking spaces (for a total of 350) will be installed in Phase 2 . <br /> The worship center is proposed to be open for three hours on Sunday <br /> mornings, for three hours on weekday evening meetings, and <br /> miscellaneous weekday meetings. The facility will employ five <br /> people on Sundays and two people at other times. The facility <br /> proposes to develop utilizing on-site services. <br /> In its response to the application referral, the Department of <br /> Public Works has indicated that the potential number of trip ends <br /> that could be generated by the project are high enough to warrant <br /> the preparation of a traffic study. Additional comments regarding <br /> the required traffic study and the timing of that study will be <br /> provided during the Development Committee for this application. <br /> The Development Services Division has reviewed the above-referenced <br /> application and tentatively intends to recommend to the Planning <br /> Commission that it be approved subject to the following Conditions <br /> of Approval.
