(2) The site conditions of soil permeability and groundwater level allow a retention basin <br /> design to meet San Joaquin County Improvement Standards.(Development Title Section <br /> 9-1135.7) <br /> Private Ownership: A drainage system serving only one existing parcel may be privately owned <br /> until additional parcels are served, then it shall become a public drainage system (Development <br /> Title Section 9-1135.7) <br /> • The proposed project site is located outside of the incorporated urban community of <br /> Lodi and is in the AG-40 zone. This site does not have access to a public wastewater <br /> treatment plant, a public water system, or a public drainage system. The project site <br /> currently consists of two parcels, however, it will be a single parcel once the parcels <br /> have been merged, and will therefore meet the service requirements of private <br /> ownership. <br /> Market Analysis <br /> Market Analysis: A market analysis shall be required as part of a General Plan Amendment to <br /> designate new or significant expansions of Freeway Service, Community Commercial, or Commercial <br /> Recreation designations on the General Plan 2010 Map. (Planning) (General Plan Volume I, <br /> Commercial Development Implementation Measure No. 2, pg. IV-30) <br /> Based on this requirement if the applicant decides to move forward with a full application, then the <br /> applicant will need a market analysis be prepared and submitted to the Community Development <br /> Department with the full application. <br /> Special Purpose Plans <br /> Special Purpose Plans: The County shall require Special Purpose Plans for significant Freeway <br /> Service and Commercial Recreation Projects (Planning) (General Plan Volume I, Commercial <br /> Development Implementation Measure No. 3, pg. IV-30). Depending on the characteristics of the <br /> proposed development, the Community Development Department may require a Special Purpose Plan <br /> prior to the approval of any development permits on the property. <br /> Water Policy (Board Resolution: R-91-973) <br /> Any General Plan Amendment approval by the County shall not result in increased demand upon the <br /> water supply available to San Joaquin County as of April 2, 1991. The policy shall apply to any <br /> amendments to the new General Plan 2010 after adoption by the Board of Supervisors. <br /> Documentation adequate to enable the Department of Public Works to determine conformance with <br /> this policy shall be provided as required. <br /> • If the applicant files a full application, a water balance study shall be submitted to the <br /> Department of Public Works for their review and approval, and a letter indicating such <br /> approval shall be required at the time of submittal of the full application. <br /> Next Steps <br /> When the applicant is ready to submit the full application it will be necessary to do the following: <br /> • Submit the remaining portion of the General Plan amendment fee and the Zone <br /> Reclassification fee. <br /> • Submit seven copies of the General Plan Map Amendment applications. <br /> • Submit seven copies of the map to be amended. <br /> 4 <br />
