• If the Board of Supervisors approves the General Plan Amendment to <br /> General Industrial, then the proposed Zone Reclassification would be <br /> consistent with the General Plan. There are no applicable Master Plans <br /> or Specific Plans. <br /> b) The proposed zone district is reasonable and beneficial at the time. <br /> • If the applicant can provide a will-serve letter for public wastewater, the <br /> proposed zone district appears to be reasonable and beneficial at this <br /> time. However, will-serve letters may also be required for public water, <br /> and public stormwater drainage. <br /> Agricultural Mitigation <br /> This project will be subject to the Agricultural Mitigation Ordinance of the Development <br /> Title. The Ordinance requires agricultural mitigation for a General Plan Amendment that <br /> changes the designation of any land from an agricultural to a non-agricultural use <br /> (Section 9-1080.3(a)(1)). Agricultural mitigation shall be satisfied by granting a farmland <br /> conservation easement or other farmland conservation mechanism as set forth in <br /> Development Title Section 9-1080.3(d). The number of acres of agricultural mitigation <br /> land shall be at least equal to the number of acres that will be changed to a non- <br /> agricultural use (a 1:1 ratio). Pursuant to Section 9-1080.3(f), submission of the required <br /> legal instrument to provide agricultural mitigation land shall occur at the time of Grading <br /> Permit or Building Permit issuance for the underlying development project. If the Board of Supervisors approves this application, then this project <br /> will be subject to Agricultural Mitigation Ordinance. <br /> Water Policy (Board Resolution: R-91-973) <br /> General Plan Volume I, p IV-108, policy 7. states, "Any General Plan Amendment, or <br /> Subsequent Plan for any new or expanded community, approved by the County shall not <br /> result in an increased demand upon the water supply available to San Joaquin County <br /> as of April 1, 1991." <br /> • For General Plan Amendment applications for commercial and <br /> industrial development, all parcels smaller than 20 acres shall be <br /> exempt from this Policy. The proposed use shall not exceed 2.25 — acre <br /> feet of water per acre for each year. Unless verification can be made, <br /> the affected parcel had a higher water consumption. <br /> Next Steps <br /> Prior to submitting a full application for a General Plan Map Amendment and a Zone <br /> Reclassification, a will-serve letter from the City of Manteca is required for sewer service. <br /> When the applicant is ready to submit the full application it will be necessary to do the <br /> following: <br /> • Submit the remaining portion of the General Plan amendment fee. <br /> • Submit ten (10) copies of the map to be amended. <br /> • Submit ten (10) copies of the application. <br /> • Submit a Zone Reclassification application to include: <br /> -I <br />
