Infrastructure Requirements <br /> The parcel is currently served by a private septic system for wastewater, a private well <br /> for water, and on-site stormwater drainage. The requirements for infrastructure services <br /> are as follows: <br /> Wastewater Treatment <br /> Expansion of urban communities shall be limited to areas where community <br /> wastewater treatment systems can be provided (General Plan Volume I, p. IV-12). <br /> • The proposed project requires access to a public wastewater treatment <br /> system. <br /> Public wastewater treatment systems shall be provided by an existing public agency, <br /> or by a new district if no public agency in the urban community or other area planned <br /> for a public system is empowered to provide wastewater treatment services (General <br /> Plan Volume I, p. IV-103). <br /> • The proposed project requires a will-serve letter for public wastewater <br /> provided by the City of Manteca. <br /> Water Supply and Stormwater Drainage <br /> For water supply and stormwater drainage, the following are the minimum requirements <br /> for tentative subdivision maps, and may also be necessary for other discretionary <br /> applications: <br /> Water Supply <br /> Public Water system serving the entire planned areas. (System may be private if <br /> only one parcel is involved.) Individual wells may be permitted in the Truck <br /> Terminals designation. (General Plan, Volume I, pg. IV-105) <br /> Stormwater Drainage <br /> Public drainage system serving the entire planned area. (System may be private <br /> if only one parcel is involved.) On-site drainage may be permitted in the Truck <br /> Terminals designation. (General Plan, Volume I, p. IV-109) <br /> Bases for Zone Reclassification <br /> In order to approve an application for a Zone Reclassification, the Planning Commission <br /> and Board of Supervisors shall determine that the following Bases for Zone <br /> Reclassification can be made in the affirmative: <br /> a) The proposed zone district is consistent with the General Plan, any applicable <br /> Master Plan, and any applicable Specific Plan. <br />
