Infrastructure Requirements The parcel is currently served by a private septic system for wastewater, a private well for water, and on-site stormwater drainage. The requirements for infrastructure services are as follows: Wastewater Treatment Expansion of urban communities shall be limited to areas where community wastewater treatment systems can be provided (General Plan Volume I, p. IV-12). • The proposed project requires access to a public wastewater treatment system. Public wastewater treatment systems shall be provided by an existing public agency, or by a new district if no public agency in the urban community or other area planned for a public system is empowered to provide wastewater treatment services (General Plan Volume I, p. IV-103). • The proposed project requires a will-serve letter for public wastewater provided by the City of Manteca. Water Supply and Stormwater Drainage For water supply and stormwater drainage, the following are the minimum requirements for tentative subdivision maps, and may also be necessary for other discretionary applications: Water Supply Public Water system serving the entire planned areas. (System may be private if only one parcel is involved.) Individual wells may be permitted in the Truck Terminals designation. (General Plan, Volume I, pg. IV-105) Stormwater Drainage Public drainage system serving the entire planned area. (System may be private if only one parcel is involved.) On-site drainage may be permitted in the Truck Terminals designation. (General Plan, Volume I, p. IV-109) Bases for Zone Reclassification In order to approve an application for a Zone Reclassification, the Planning Commission and Board of Supervisors shall determine that the following Bases for Zone Reclassification can be made in the affirmative: a) The proposed zone district is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan.
