C/RS (Rural Service Commercial) to CIFS (Freeway Service Commercial) and reclassify the zone <br /> from C-RS(Rural Service Commercial)to C-FS (Freeway Service Commercial). <br /> On September 16, 1999, Use Permit application No. UP-99-0011 was approved by the Planning <br /> Commission for the parking of 25 trucks for overnight truck parking. <br /> Parking <br /> This project is for a 5,800 square foot fuel and convenience market with 2 employees. The total <br /> existing and proposed building square footage is 9,341 square feet. Pursuant to Development <br /> Title Table 9-1015.3(b), four (4) parking spaces per 1,000 square feet of building and 0.67 <br /> parking spaces per employee are required. Therefore, thirty-eight (38) parking spaces will be <br /> required, including two (2)accessible; of which one (1) shall be a van accessible space. Accessible <br /> spaces shall be located as close as possible to the primary entrance (C.C.R., Title 24). <br /> (Development Title Section 9-1015.3) The parking areas, ingress, and egress areas must be <br /> surfaced with asphalt concrete or portland cement concrete to provide a durable dust free <br /> surface. <br /> This shall be shown on a revised site plan with the submittal of a Building Permit application. <br /> Landscaping <br /> In accordance with Development Title Section 9-1020.7, a minimum ten (10)foot wide landscaped <br /> strip respecting the ultimate right-of-way of State Route 99 W. Frontage Road and State Route 99, <br /> shall be installed across the frontage of the project site. Development Title Section 9-1020.9, states <br /> a minimum ten (10) foot wide planting strip shall be required along all interstate highways, state <br /> Route 99, all on-and off-ramps. <br /> This shall be shown on a revised site plan with the submittal of a Building Permit application. <br /> Signs <br /> Any signs will have to be consistent with Development Title Chapter 9-1710.4 (e). One (1) <br /> freestanding sign is permitted for each street frontage of the parcel. In the C-FS zone one (1) <br /> pale sign oriented toward the freeway and one (1) monument sign on the local access street is <br /> allowed. <br /> Pole signs shall not exceed sixty(60)square feet in per sign face nor exceed forty-five (45)feet in <br /> height. Monument signs shall not exceed eighty(80) square feet per sign face nor exceed eight <br /> (8)feet in height. In the C-FS zone pole signs oriented toward freeway traffic may be thirty-five <br /> (35)feet above the highest point to the nearest freeway interchange. All signs must be a <br /> minimum of five (5)feet from any future right-of-way line. <br /> Merger <br /> The proposed project site is located on two parcels. As a condition of approval the two parcels <br /> will need to be merged to comprise one project site. A fee is required for this application. <br /> The application has been tentatively scheduled for the Planning Commission meeting on May 19, <br /> 2011. The Community Development Department has reviewed the Use Permit application and <br /> responses from other agencies, and providing any outstanding issues have been resolved, will <br /> recommend that the Planning Commission approved the application subject to the following <br /> conditions of approval: <br /> DC MEMO - 2- PA-1100043 <br />
