d. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the <br /> initiation of the use. The Business License may be applied for concurrently with the building permit <br /> application. (Section 7-1000 of the County Ordinance Code) <br /> e. STORM DRAINAGE: Any additional storm-water drainage created by new improvements shall be <br /> retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown <br /> on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be <br /> included. (Development Title Section 9-1135) <br /> f. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently <br /> maintained with base material of appropriate depth and asphalt concrete or Portland cement <br /> concrete to provide a durable, dust free surface. Bumper guards shall be provided when <br /> necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5[e]) <br /> (2) A total of twenty-six (26) parking spaces shall be provided, including two (2) accessible spaces, <br /> one of which shall be van accessible. Accessible spaces shall be located as close as possible to <br /> the primary entrance (C.C.R., Title 24). (Four (4) spaces are required for every 1,000 feet of <br /> building area. 0.67 spaces are required for every employee.) (Development Title Section 9- <br /> 1015.3) The parking spaces may be phased as follows: <br /> A. Phase I: A minimum of five (5) parking spaces shall be provided, including one van <br /> accessible space. <br /> B. Phase II: A minimum of twenty-one (21) additional parking spaces shall be provided, <br /> including one additional accessible space. <br /> (3) Each parking stall shall be an unobstructed rectangle, minimum nine (9) feet wide and twenty <br /> (20)feet long. (Development Title Section 9-1015.5[b]) <br /> g. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site <br /> Plan: <br /> (1) Access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and <br /> sixteen (16) feet for one-way aisles, except that in no case shall driveways designated as fire <br /> department access be less than twenty (20) feet wide. (Development Title Section 9- <br /> 1015.5(h[1])) <br /> (2) All access from a public street or alley must be designed so that motor vehicles leaving the <br /> parking area will enter the street traveling in a forward direction. (Development Title Section 9- <br /> 1015.5(h[2])) <br /> h. LIGHTING: Lighting shall be provided and comply with the following: <br /> (1) Parking lot and security lighting shall be installed. (Development Title Section 9-1015.5[g]) <br /> (2) Any lighting shall be designed to confine direct rays to the premises. No spillover beyond the <br /> property lines shall be permitted except onto public thoroughfares, provided, however, that such <br /> light shall not cause a hazard to motorists.
