PA-0300253 OF CARLOS & <br /> TERESA LOMELI (APN: 005-142-18) (ADDRESS: 25463 NORTH <br /> STATE ROUTE 99 WEST FRONTAGE ROAD, ACAMPO) <br /> The project is for a retail nursery with landscaping services (Use Type: Nursery Sales & <br /> Services-Retail & Landscaping Services). The project will be completed in two (2) <br /> phases over a two (2) year period. Phase I includes the construction of a 600 square <br /> foot commercial coach for an office and the use of an existing 600 square foot storage <br /> building. The applicant originally proposed to construct two additional 1,200 square foot <br /> storage buildings but has since withdrawn the request. Phase II includes the <br /> construction of a 5,000 square foot office/showroom/storage building. <br /> Approximately 2-acres of the 3.8 acre-parcel has a General Plan designation of R/R <br /> (Rural Residential) and is zoned R-R (Rural Residential). The remainder has a General <br /> Plan designation of C/RS (Commercial-Rural Service) and is zoned C-RS (Commercial- <br /> Rural Service). The business will be located on the 1.8-acres with C-RS zoning. The <br /> project site is located on the west side of State Route 99 West Frontage Road, 400 feet <br /> south of Collier Road, within the rural community of Collierville. <br /> Screening <br /> Development Title Section 9-1022.4d(1) states that if a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected <br /> along the abutting property line. Because a portion of the project parcel and the parcel <br /> to the south are zoned R-R, a masonry wall is required. Although there is residential <br /> development to the east and west, the General Plan designation is C/RS and the zoning <br /> is C-RS and therefore the residences are considered non-conforming and the masonry <br /> wall requirement is not applicable. The wall may be constructed in two phases. <br /> Condition of approval 1.j.(2) addresses the phasing of the wall. Development Title <br /> Section 9-1022.4d(2) states that all storage materials and related activities, including <br /> storage areas for trash, shall be screened so as not to be visible from adjacent <br /> properties and public rights-of-way. Screening shall be six (6) to seven (7) feet in height. <br /> Outside storage is not permitted in front yards, street side yards, or in front of main <br /> 1 <br />
