Because outside storage is not permitted in front yards, street side yards, <br /> or in front of main buildings, the applicant is unable to have the outdoor display area <br /> adjacent to the public roadway as shown on the site plan. However, he may <br /> permanently landscape and maintain the area designated as "display" for Phase II. <br /> Surfacing <br /> Development Title Section 9-1015.5(e) states that all permanent parking lots (which <br /> include parking spaces, driveways, and maneuvering areas) in all zoning districts shall <br /> be surfaced and permanently maintained with asphalt concrete or Portland cement <br /> concrete to provide a durable dust free surface. If through traffic is proposed through the <br /> southern portion of the property, the maneuvering areas will need to be surfaced with the <br /> appropriate materials identified above. <br /> Parking <br /> Development Title Table 9-1015.3(b) states that 4 parking spaces are required per 1,000 <br /> square feet of building space for the use type Nursery Sales & Services-Retail. The <br /> Nursery Sales & Services-Retail and Landscaping Services use types require 0.67 <br /> parking spaces per employee. As a result, a total of twenty-six (26) parking spaces are <br /> required. Five (5) parking spaces are required for Phase I and an additional twenty-one <br /> (21) parking spaces are required for Phase 11. A minimum of two (2) parking spaces <br /> shall be accessible, one (1) of which shall be van accessible. <br /> Landscaping <br /> Development Title Section 9-1020.7(a) states that all areas not used for buildings, <br /> parking, driveways, walkways, or other permanent facilities shall be landscaped. A <br /> minimum ten (10) foot wide planting strip shall be required along adjacent streets. The <br /> strip shall be continuous except where crossed by driveways and walkways. As a <br /> condition of approval, the area labeled "display" for Phase II will need to be permanently <br /> landscaped. <br /> Custom Manufacturing <br /> Development Title Section 9-115.415 states that the Custom Manufacturing use type <br /> refers to the on-site production of goods by hand manufacturing or artistic endeavor <br /> which involves only the use of hand tools or small mechanical equipment, and the <br /> incidental sale of these goods directly to consumers. This use type may be conditionally <br /> permitted in the C-RS zone with an approved Site Approval. The applicant proposes to <br /> sculpt and craft statuary, fountains, planters and other related items for to sell at the <br /> nursery. He states that he only uses hand tools and that a maximum of fifty (50) statues <br /> are made on a weekly basis. Based on the information provided by the applicant, the <br /> Community Development Department has determined that the project may be revised to <br /> include the Custom Manufacturing use type. The current Site Approval will be revised to <br /> and re-circulated for review. <br /> The Community Development Department has reviewed the proposed project (excluding <br /> the proposed Custom Manufacturing use type) and responses from other agencies and <br /> will apply the following conditions of approval. Additional conditions of approval may be <br /> included once the review of the Custom Manufacturing use type is completed. <br /> 2 <br />
