Chandler Martin -2- <br /> COMMENTS ON DEVELOPMENTS <br /> PA-05-329 (SU) <br /> REQUIREMENTS: <br /> 1. Part of the project area is located within a Federal Emergency Management Agency's(FEMA's) <br /> Designated Flood Hazard area(100-Year Floodplain), where base flood elevations are not determined. <br /> Therefore,prior to approval of the Tentative Map, a flood study shall be conducted by a registered civil <br /> engineer and submitted to the San Joaquin County Department of Public Works for review, which defines <br /> the limits of flooding and the 100-Year Base Flood Elevations for the unnamed creek. The report shall <br /> detail measures which must be taken to protect the parcels from flooding from the unnamed creek. <br /> (Development Title Section 9-1605.14) <br /> 2. Applicant shall conduct a study and prepare a storm water management plan demonstrating how off-site <br /> storm flows entering the project and on-site drainage will be managed to ensure that this project does not <br /> cause an increase in upstream or down stream water levels. The San Joaquin County's Interim Flood <br /> Hazard Reduction Policy shall apply to this Major Subdivision. Post-development discharge to the <br /> unnamed creek shall be attenuated to be at or below pre-development levels. <br /> After completion of the above requirements, the following conditions shall apply: <br /> RECOMMENDATIONS: <br /> 1. All improvements shall be in conformance with the current Improvement Standards and Specifications of the <br /> County of San Joaquin. All improvement plans and specifications shall include grading plan for each <br /> individual lot,if applicable. These improvement plans and specifications are subject to plan check, field <br /> inspection fees and must be approved by the County of San Joaquin Department of Public Works prior to <br /> recording the Final Map. (Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) <br /> 2. If improvements referred to herein will not be completed prior to recording the Final Map, the subdivider <br /> shall execute an agreement with the County of San Joaquin ensuring the completion of improvements within <br /> one(1)year after recording the Final Map. (Development Title Section 9-1100.3[]]) <br /> 3. A Preliminary Soils Report is required in accordance with the County Standards for the purpose of <br /> determining the R-Value for the design of the road. (Development Title Section 9-910.2) <br /> 4. A grading plan shall be submitted as a part of the improvement plans and approved prior to approval of the <br /> Final Map. The grading plan shall contain the information listed in the California Building Code(CBC), <br /> Appendix, Chapter 33, Section 3309,complete drainage details and elevations of adjacent parcels. Retaining <br /> wall details shall be submitted where applicable. Grading in excess of 5,000 cubic yards shall comply with <br /> Sections 3309.3 and 3309.4 for"Engineered Grading Requirements." (Grading that disturbs more than one <br /> (1)acre will require a National Pollutant Discharge Elimination System permit.) <br /> 5. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices,CalTrans <br /> Traffic Manual and/or San Joaquin County Standards and shall be shown on the improvement plans. <br /> (Development Title Section 9-1150.2) <br />
