Recommendations <br /> Action <br /> It Is recommended that the Planning Commission: <br /> 1. Forward the Negative Declaration to the Board of Supervisors with a recommendation of <br /> adoption; <br /> 2. Forward General Plan Map Amendment No. GP-96-1 to the Board of Supervisors with a <br /> recommendation of approval based on the ability to make the required 'Basis for General <br /> Plan Map Amendment;' and <br /> 3. Forward Zone Reclassification No. ZR-96-1 to the Board of Supervisors with a <br /> recommendation for approval based on the ability to make the required 'Bases for Zone <br /> Reclassification.' <br /> Basis for General Plan Amendment <br /> 1. The intemal consistency of the General Plan is maintained in the adoption of the Amendment. <br /> • This determination can be made because the proposal is consistent with the General <br /> Industrial Policies of the General Plan. Specifically, public services are located in <br /> close proximity to this site. <br /> Bases for Zone Reclassification <br /> 1. The proposed zone district is consistent with the General Plan. <br /> • This determination can be made because the I-L zone district is an Implementing zone <br /> for the General Industrial General Plan designation. <br /> 2. The sites of the proposed zone districts are suitable for any of the land uses permitted within the <br /> proposed zone districts. <br /> • This determination can be made because the site has been and will remain Industrial. <br /> Noise Impacts generated by outdoor manufacturing can be reviewed at the time of <br /> development. <br /> 3. The proposed zone districts are reasonable and beneficial at this time. <br /> • This determination can be made because the site has been and will remain Industrial. <br /> An underlying project for outdoor manufacturing of prestressed concrete piles has <br /> been proposed (SA-96-1 77).
