Phase I-Environmental Snc: Assessment Page 8 <br /> 8-23 Acre Parcel, 3291 South Highway 99 <br /> Stockton, California <br /> April 24, 1998 CTB Job No. 20-0641 <br /> Documents supplied by San Joaquin County include well sampling data, correspondence regarding <br /> lead discharge into the septic system, a copy of the environmental health permit for the well, and <br /> water system inspection reports. Highlights of these documents are summarized below: <br /> • The only known use for the building at the site was the manufacture of circuit boards for alarm <br /> systems. The building was build in approximately 1982 for Datura Intemation by Rock <br /> construction_ Blueprints (dated April 19, 1982 and revised on June 2, 1982)showing the layout <br /> of the site and locations of utilities were examined and used to create the site map shown in <br /> Figure 2. In the early 1990s, the facility was acquired by Scantronic Inc./Arrowhead <br /> Technologies. <br /> • A groundwater sample collected from the well on February 15, 1983 had a result for manganese <br /> of 0.09 mg/L, slightly above the California Administrative Code, Title 22 Maximum <br /> Contaminant Level (MCL) of 0.05 mg/L. Lead was not tested at this time. A Water Inspection <br /> Form dated March 11, 1987 recommended analyzing for manganese by April 11, 1987. Further <br /> manganese data were not present in the available documents. Other Water Inspection Forms <br /> from the San Joaquin Local Health District for the period from March 1984 to October 1990 <br /> show no significant problems with the water system. <br /> Selected water analyses data for coliform bacteria were provided from 1986 through 1996. <br /> Review of these data show the absence of coliform bacteria from the.well except for two. <br /> occasions: 1)February 6, 1996 sampling result(present in total coliform analyses, absent from <br /> fecal test), and 2) February 9, 1996 sampling(4 successive samples -presenffor total coliform, <br /> absent for fecal test). Coliform was absent in a subsequent sampling on March 20, 1996 <br /> • A letter from the San Joaquin Local Health District dated July 26, 1988, directs the company <br /> operating the plant at 3291 South Highway 99, Datura International,Inc. to cease discharge of <br /> industrial waste to the septic system and have the well tested for heavy metals. Subsequent <br /> letters suggest that the source of this industrial waste is effluent from the circuit board washer <br /> in the soldering room. This wash equipment was responsible for approximately 75% of the total <br /> outflow to the septic system, and averaged 2 gallons per minute (letter from Jack Junges, <br /> Arrowhead Technologies, to Ms. Antonia Vorster, California Regional Water Control Board, <br /> February 22, 1990). <br /> A field investigation was subsequently performed on April 10. 1990, to determine if the waste <br /> effluent from the facility caused lead contamination in the surrounding land to be in excess of <br /> that allowed by taw. Six borings were made, four near each of the four leach lines, one for <br /> background concentrations near the highway, and one at the opposite end of the property. <br />
