The South State Route 99 Frontage Road(East)shall be widened to 24 feet from the centerline for <br /> 300 feet south and 100 feet north of the entrance for deceleration and acceleration lanes. The <br /> frontage improvements for South State Route 99 Frontage Road (East)outside the deceleration and <br /> acceleration lanes shall be constructed in conformance with the standards for one-half of a 64-foot- <br /> wide right-of-way City of Stockton Industrial Street. The construction of the frontage improvements, <br /> excluding the deceleration and acceleration lanes,will be deferred upon execution by the owner of a <br /> Deferred Frontage and Roadway ImprovementAgreementor a Secured Deferred Frontage and <br /> Roadway ImprovementAgreement with a depositequivalentto the estimated construction costs prior <br /> to approval of the Improvement Plan. A$260.00 fee currently is required for processing,per <br /> Development Title Table 9-240.2,in addition to a copy of the Grant Deed and an estimate for the <br /> required frontage improvements. The estimate shall be prepared by a Registered Civil Engineerwith <br /> a typical section drawing on a form to be supplied by the Departmentof Public Works and submitted <br /> to Public Works for approval. As an option, Public Works will prepare the drawing and estimate for <br /> an additional fee of$115.00. (City of Stockton and Traffic Study) <br /> 3. PUBLIC HEALTH SERVICES (Staff Contact: Rodney Estrada,468-0331) <br /> a. A soil suitability study/nitrate loading study which indicates that the area is suitable for septic tank <br /> usage must be performed prior to issuance of building permits,as required by Development Title <br /> Section 9-1105.2(d). A nitrate loading study is required,and a review fee of$390.00 must be paid at <br /> the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to issuance of a building permit. A percolation test that meets absorption rates of the manual of <br /> septic tank practice and the EPA Design Manual for on-site wastewater treatment and disposal <br /> systems is required for each parcel. A permitfee of$78.00 per percolation hole is required. <br /> b. State on revised plans the maximum numberof employeesthe sewage disposal system is being <br /> designed for and that the leach field area will be barricaded so it cannot be driven over, parked on, or <br /> used as a storage area. This leach field area must be used for that specific purpose only and cannot <br /> contain any underground utility lines. (DevelopmentTitle Section 9-1110.4[c][5]) <br /> c. The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to issuance of a building permit. percolation test and a sewage disposal area, as determined <br /> by the percolation test,are required prior to approval by the Environmental Health Division. A permit <br /> for the percolation tests must be obtained from the Environmental Health Division. (Development <br /> Title Sections 9-1110.3,9-1110.4(c),and 9-1110.5) <br /> d. Open, pump, and backfill the septictank, seepage pit, or excavation under permit and inspection by <br /> the Environmental Health Division(Development Title Sections 9-1110.3 and 9-1110.4) <br /> e. If floor drains are required,they must be plumbed through a sand/oil separator and discharged to an <br /> aboveground system approved by the Environmental Health Division. A registered engineer must <br /> design this system. The material collected in the aboveground holding system must be analyzed for <br /> hazardous constituents prior to disposal. Specific test requirements maybe obtained from the <br /> Environmental Health Division. A$156.00 plan check fee is required at the time of submittal. <br /> f. Connectto an approved public water supply system for each parcel,as required by Development <br /> Title Section 9-1120.2. <br /> - 5 - UP-99-8 <br /> Conditions of Approval <br />
