Item No. 2 <br /> PC : 1-7-88 <br /> UP-88-15 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> The existing truck terminal was approved in 1974 under <br /> Development Plan Application No. DP-74-86 . The records indicate <br /> that it was approved at that time with no conditions . <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning <br /> The General Plan indicates this and surrounding properties as <br /> Limited Industrial , with a corresponding zoning of M-1 . The <br /> County has approved an industrial subdivision to the <br /> south and east of this parcel which is now in the City . This <br /> subdivision has recently started to develop out with predomi- <br /> nately warehousing uses . <br /> Recent amendments to the text of the Planning Title included <br /> the addition of truck terminals to those uses requiring a Use <br /> Permit . The use of on-site services ( i . e . , well , septic , and <br /> pond) also requires the processing of a discretionary permit <br /> under the recently adopted Development Requirements. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use, Parking, and Access : <br /> Because of the proposed heavy truck traffic and 24-hour-a-day <br /> operation, it is recommended that the entire parking lot be <br /> paved. Areas designated for storage of trailers or tractors <br /> may be chip sealed. A 10-foot-wide landscaped area between the <br /> auto parking area and the State Route 99 Frontage Road will be <br /> required. This will not conflict with the Department of Public <br /> Works ' requirement to Improve the frontage road with accelera- <br /> tion/deceleration lanes. This landscaped area may be elimi- <br /> nated when the frontage road is ultimately widened to three <br /> lanes . However, since this may be a considerable period of <br /> time , both the applicant and Planning staff feel that this is <br /> an appropriate interim use . <br /> Outdoor lighting is proposed on the terminal building as well <br /> as throughout the parking area. Brighter lighting than is nor- <br /> mally associated with industrial use is planned, since it is a <br /> 24-hour operation. Staff is concerned that excessive lighting <br /> may create a nuisance by creating glare on adjoining properties <br /> as well as on State Route 99. Staff has developed a recom- <br />
