conversation, the City of Stockton confirmed that there has been an inquiry into potential annexation and <br /> development of the properties surrounding the church. Because the construction of a public roadway would <br /> eliminate the need for a masonry wall, the Community Development Department is recommending that the <br /> wall be temporarily deferred for a maximum of six (6) years or until residential development occurs. The 6- <br /> year deferment is recommended because the potential development surrounding the church is expected to <br /> occur within this time frame. <br /> Landscaping <br /> Development Title Section 9-1020.7 states that all areas not used for buildings, parking, driveways, <br /> walkways, or other permanent facilities shall be landscaped and a minimum ten (10) foot wide planting <br /> strip is required along adjacent streets. However, because the existing development along the State <br /> Route East Frontage Road is located closer than ten (10) feet from the ultimate right-of-way, it is <br /> recommended that a five (5) foot landscaping strip be required. The strip shall be continuous except <br /> where crossed by driveways and walkways. Because Hacienda Lane is currently not maintained by San <br /> Joaquin County, and because the applicant is not proposing access from Hacienda Lane, the Community <br /> Development Department recommends the following condition of approval(1.k. [21[aj): <br /> • A minimum ten (10) foot wide landscaped strip is required along Hacienda Lane (excluding the frontage <br /> where the existing building is located). The required landscaped strip may be temporarily deferred and <br /> the following note shall be recorded as a separate instrument prior to issuance of a building permit: <br /> o When Hacienda Lane is improved (by San Joaquin County or another party), a minimum ten <br /> (10) foot wide landscaped strip, respecting the ultimate right-of-way of Hacienda Lane shall be <br /> installed across the frontage of the project site (excluding the frontage where the existing <br /> building is located). <br /> ` Loss of Agricultural Land <br /> According to the San Joaquin Important Farmland Map (Department of Conservation), the land proposed <br /> for development is classified as Prime Farmland. This classification is given to land that is considered the <br /> best combination of physical and chemical characteristics able to sustain long term production of <br /> agricultural crops. The loss of approximately-4 acres of Prime Farmland (the remaining 1.6 acres is <br /> already developed) is considered a loss of agriculture that can be mitigated to a less than significant level <br /> by providing one of the following mitigation measures listed below: <br /> 1. By providing water supply for agriculture <br /> 2. By assisting agriculturists in developing restoration and conservation projects. f <br /> 3. By purchasing and combining smaller parcels to make agriculture more viable. <br /> 4. By conducting or funding flood plain restoration projects that benefit agriculture. <br /> 5. By developing or funding buffer zones between urban development and agricultural land. <br /> 6. By improving levees to protect agricultural land from flooding. <br /> 7.
