These were not nentioned
in the Application — Use Permit. Chesney apparently was not informed about the
proposed presence of students.
The second column of data in the attached spreadsheet shows the waste, vater flow
estimate correcting the values used by Chasney. Based on the corrected alues, the
weekly flow will be 14,650 gallons, which is almost seven times the 2,110 gallons
projected by Chesney.
Of even more concern, it has been reported that in earlier meetings a congre{cation size
of as many as 800 wag mentioned. The right hand column of the sr readsheet
estimates the wastewater flow if the congregation is in tact this large.
It was also stated at the meeting with the executive committee that the Madln A hopes to
attract passing truck traffic. This might further increase the wastewater flows,
It Is noted that the parking lot is not laid out to accommodate large semi-trailer trucks.
The impression has been left that several times per year there will be k religious it
celebration that may last several days. Such events would place peak hydr tulic loads
on the soil disposal system for'a prolonged period.
It is imperative that the Community Development Department demand that thy, applicant
submit an Operating Plan describing in detail the estimated number of perso is that will
use the facility and what the nature and duration their activities will be. The Operating
Plan should specifically address the estimated number of people who will atte nd special
events at the site and how many days these events will last_ The Operating Flan should
also clarify that there will be kitchen facilities in the building.
An Operating Plan of this sort surely is required when someone proposes a I;irge musio
festival so the County can prescribe how many portable toilets, what soil of traffic
control, etc. must be provided.
Percolation Rates And Hydraulic Loadi_ng-IRa
Chesney conducted percolation tests at the site at depths of 42-inches, t 2-te,:t, and 22-
feet. Chesney notes in the bottom paragraph of Page 4 that the percolation rate at the
42-inch depth that the perp rate was °virtually nonexistent". In the third paragraph on
Page 10, Chesney states, `The soils underlying the subject property show un,icceptable
permeability at the shallow depths representative of leach lines."
in short, Chesney says that conventional leach 11nes will not pert at all.
3
l
