- f
C)
I. INTRODUCTION
This report issues my findings regarding the Nitrate,Loading and Soil Suitability Studies completed
for the subject property under examinatioin, located in the Morada area of north Stoekton: These
I Studies have been completed to examine the underlying soil structure. And characteristics to
determine the suitability of an on-site decentralized wastewater management system, commonly
referred to as septic systems. The project proposed for the property at this time is to consist of the .
Madina Center of North Stockton Mosque. The purpose of these Studies is to provide the San
Joaquin County Environmental Health Department (EHD) with their required information
pertaining to the current status of the soil and groundwater in relation to nitrate loading.potential
from the future on-site wastewater disposal system. These studies comply with San Joaquin County
Development Title, Section 9-1105.2(d). The owner of the property is referenced on the Title Page..
Mr. Amin Mahmood, P.E., S.E. of AM'Structural Design, Inc. is the engineer for the project and
acting as the owner's representative. Mr. Mahmood has.provided the preliminary information to
f complete these Studies.
Within the text of this Report, Bolded Section {§)numbers are referenced at the beginning of an
applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist,
Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study
Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the
Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other
sections of the Checklists.
NLS§ 2.3,SSS§3.1. The subject property is located approximately 0.5 mile north of the
intersection of Highway 99 and Hammer Lane in north Stockton, on the east Frontage Road.
Stockton municipal sewer facilities have not expanded to_this area and it is unknown when services
will arrive. Consequently, domestic wastewater for.this project will have to be managed by aseptic )
system. A domestic well must also be constructed. This is discussed in Section III of this report.
SSS§ 1.1, 1.2. No wells or septic systems currently exist on the property. The property is
completely fallow with no improvements. Present land use is illustrated,by the aerial EHD Parcel
Viewer Map. Total Parcel area is 2.01 acres and current zoning, as referenced; is C-G.
The following is a summarization of the information collected to complete these Studies and
preliminarily fulfill the requirements of EHD. Wastewater system operational parameters are also
discussed'in the Conclusions Section of this report to supply additional information to EHD:
• The primary disposal area and the required 100%reserve/replacement area that will serve the C
Madina Center Mosque will be described on the Site Plans prepared by Mr. Amin Mahmood,P.E.
i Soil physical and chemical testing was conducted on samples retrieved from a 25-foot exploratory . . ..
test boring, Physical testing included percolation testing and particle size analysis to determine
permeability. Chemical testing included analyses for the constituents that influence nitrate loading. j
f 1 ,
I Chesney Consulting
