2 <br /> If the cff-airport user engages in a commercial aeronautical enterprise, <br /> the airport sponsor must apply charges that equalize the imbalance in <br /> airport revenues derived from FBOs offering the same commercial services. <br /> These charges reflect airport utilization by which the off-airport enterprise <br /> derives its customers. Refer to Order 5190.6, paragraph 89 b. <br /> 3. The off-airport access point should be specifically defined and delineated <br /> by an agreement exhibit. The access point must be coordinated, through <br /> the Air Traffic Control Tower Manager (when applicable) , AWP-622, and <br /> AWP-253 to assure operations safety. Regional and District Office <br /> evaluation of the access proposal can be facilitated by the 7460-1 process. <br /> Refer to Order 5190.6 paragraph, 89c. <br /> 1 _ <br />
