In addition, applicant was to <br /> obtain a site approval permit for the Aero Turbine Project . The <br /> proposed Development Agreement addresses the concerns raised in <br /> regards to cancelling the Williamson Act contracted property and <br /> also includes and incorporates the site approval permit and its <br /> conditions into the Development Agreement . <br /> In addition to the tentative cancellation of the Williamson <br /> Act contract, the Board also amended the General Plan to reflect <br /> a land use designation of General Industrial and approved a zone <br /> reclassification for M-2 zoning. The primary issues raised in <br /> regards to these applications concern the traffic and circulation <br /> effect as it related to the proposed project and to cumulative <br /> traffic conditions on the area ' s road and freeway facilities.
