In the 2007 photo, a new residence can be seen to the southwest of the Site. No other
significant changes are apparent.
These photos are included as Appendix 3 of this report.
.0 SITE INSPECTION
Live Oak inspected the site on July 25, 2013. Photographs of the Site are attached to
this report as Appendix 2. The Site boundaries, residential area, and irrigation well
were inspected. The interiors of the structures were not observed.
The Site is an almond orchard with a residential area at its southwest corner. North
Ripen Road defines the western property boundary. Smink Road, an unimproved
driveway leading to a neighbor's house, runs along a portion of the southern property
line. Near the center of the Site is the irrigation well. An approximately 500-gallon
above-ground diesel storage tank was located by the well; Mr. Tavares indicated that
the tank is no longer in use and will be removed. Just south of the well is ars extension
of the well piping described by Mr. Tavares as a "fill-in station." Five pole-mounted
transformers were observed on the Site or the Site boundaries; only one of these was
observed to have a blue sticker indicating it is free of polychlorinated biphenyls (PCBs).
A large burn pile consisting of branches and brush was observed at the southeast
corner of the Site, the majority of the pile appears to be on the adjacent parcel.
A large barn, a house, a modular home, a small building used as an office, and a small
pole barn are located at the southwest corner of the Site. The domestic well, a shed,
and an out-of-use aboveground swimming pool were observed to the northeast of the
main house. A large brush pile was observed to the north of the barn, and the concrete
remains of an old cattle-feeding area were observed to the east of the barn. Inside the
pole barn, numerous 55-gallon plastic containers were present; Mr. Tavares indicated
that these are empty and were acquired by his brother for use as trash cans.
The surrounding properties are almond orchards with rural residences. To the south of
the Site is an open area where horses are raised. An irrigation canal runs adjacent to
the southeast corner of the Site.
5.0 INTERVIEWS
5.1 Interview with Property Owners
Manuel Tavares was interviewed by telephone on August 5, 2011 He indicated that his
family has owned the Site since 1949; he has lived there all his life and used to farm it
with his father.
