John L.Funderburg 2 <br /> Community Development Department <br /> PA-1500250 (MS) <br /> RECOMMENDATIONS: <br /> 1. A Parcel Map is required. (Development Title Section 9-915.2) <br /> 2. The remainder parcel shall be designated and labeled as 'Designated Remainder" on the Parcel Map. <br /> (Subdivision Map Act Section 66445) <br /> 3. For future development of"Designated Remainder", improvements [including but not limited to: roadway <br /> widening, shoulder, curb gutter and sidewalk,water/storm drainage/sewer facilities] shall be provided in <br /> accordance with the adopted County development policies for 'Division 11: Infrastructure Standards and <br /> Requirements" of the San Joaquin County Development Title, and shall be noticed by astatement on the <br /> Parcel Map and by a recorded Notice of Minor Subdivision Restriction. (Subdivision Map Act Section <br /> 66424.6) <br /> 4. All easements of record shall be shown on the Parcel Map. (Development Title Section 9-910.20) <br /> 5. Proposed private access and utility easements across Parcels 1 through 4 inclusive, including turnaround <br /> accommodations at their terminations and comer cutoffs at intersecting roads, shall be provided for the <br /> benefit of Parcels 1,3, and 4.The required easements shall be shown on the Parcel Map and shall be noticed <br /> on a recorded Notice of Minor Subdivision Restriction. The Notice shall read as follows: <br /> We also hereby make an irrevocable offer to provide private access and utility easements across <br /> Parcels 1 through 4 inclusive, including turnaround accommodations at their terminations and comer <br /> cut-offs at intersecting roads,for the benefit of Parcels 1,3, and 4 upon conveyance of any of the <br /> parcels to another party. <br /> 6. Prior to approval of the Parcel Map,the developer.shall prepare and record a mechanism that notices future <br /> owners and provides for funding and maintenance of the private roadways and submit a copy to the <br /> Department of Public Works. <br /> 7. Prior to the issuance of a non-agricultural building permit on Parcels 1 through 4 inclusive,a private access <br /> roadway and turnaround from Reid Avenue shall be constructed in conformance with fire road standards. <br /> The required improvements shall be noticed on a Declaration of Minor Subdivision Restriction—Non <br /> Rescindable and recorded concurrently with the Parcel Map (contact Department of Public Works, <br /> Development Services Division for processing) (Development Title 9-1150.15[c][d])(A fee for processing <br /> the Declaration will be required.) <br /> 8. Drainage from the improved portion of each parcel shall be retained on-site by a retention basin at the time <br /> of development of each parcel. A soils report to evaluate whether adequate percolation is available shall be <br /> submitted and approved for each parcel prior to development of any of the parcels. Hydrologic and <br /> hydraulic analyses shall be provided and demonstrate that all property,both downstream and upstream of <br /> the discharge,will not be subject to a higher flood level as a result of the proposed drainage. (Development <br /> Title Section 9-1135.2) <br />
