-2- <br /> Kerry Sullivan <br /> COMMENTS ON DEVELOPMENTS <br /> PA-03-462 (SU) <br /> The Water Supply Facilities Impact Mitigation Fee will be required when parcels are developed. <br /> The fee is due and payable at the time of building permit application. <br /> RECOMMENDATIONS: <br /> 1. All improvements shall be in conformance with the Improvement Standards and <br /> Specifications of the County of San Joaquin. All improvement plans and specifications <br /> shall include grading plan for each individual lot, if applicable. These improvement plans <br /> and specifications are subject to plan check, field inspection fees and must be approved by <br /> the County of San Joaquin Department of Public Works prior to approval of the Final Map. <br /> (Development Title Section 9-240, Section 9-910, Section 9-1100 and R-92-814) <br /> 2. If improvements referred to herein are not completed prior to the approval of the Final <br /> Map, the subdivider shall execute an agreement with the County of San Joaquin ensuring <br /> the completion of improvements within one (1) year after filing the Final Map. <br /> (Development Title Section 9-1100.30)) <br /> 3. Rose Clover Lane and private road shall be dedicated and improved to County Standards <br /> for a 50-foot right-of-way rural road. <br /> (Development Title Sections 9-857.4, 9-1150.2(d)(3) and 9-1150.5(b)) <br /> 4. Dedication to result in a 25-foot wide right-of-way from the centerline of Reid road to the <br /> property line shall be required and improved on the subdivided side to County Standards <br /> for a 50-foot right-of-way rural road. <br /> (Development Title Section 9-1150.5(b)) <br /> 5. Drainage from each Parcel, Rose Clover Lane and private road shall be retained on-site by <br /> a retention basin (18-inch maximum depth) and shall be noticed by a statement on the <br /> Parcel Map. Onsite drainage shall be included in the grading plan submitted for approval. <br /> Drainage for each parcel shall be calculated prior to release of Building Permit. <br /> (Development Title Section 9-1135.9) <br /> 6. Street lighting shall be provided for the subdivision and the frontage of Reid Road. The <br /> applicant shall pay all costs related to the lighting district formation such as Proposition 218, the <br /> engineer's report, and any other incidental costs. The property shall transfer to a zone within CSA <br /> 49 prior to approval of the Final Map to provide for operation, maintenance, and improvement of <br /> street lighting facilities. A new assessment for the zone shall be approved by the property owners <br /> prior to approval of the Final Map. The assessment for the new zone shall be based on the cost for <br /> maintenance, operation, system improvements and any replacement program of facilities within <br /> CSA 49. The applicant shall pay for the cost to process the transfer and operation of the system <br /> from the time the facilities are accepted by the District until the transferred area is placed on the <br /> assessment role of the District. (Development Title Section 9-1150.11) <br /> 7. This subdivision is approved for recording as a single unit; phasing is not approved. <br /> (Development Title Section 9-1100.3) <br />
