Mr. Timothy O'Brien
CR WQCB
5. The schedule for excavating the remaining 11-acres on-site is proposed to take place over
a four-year period. Three acres will be mined and reclaimed during each of the first three
years, with the remaining two acres being mined and reclaimed during the fourth year.
The facility has a valid Use Permit through 2029 with San Joaquin County to process
materials from ancillary sources. These sources are identified and permitted on an as-
needed basis. Currently, material is imported from a nearby site across the street from the
processing plant, and a second site has been permitted approximately two (2) miles away.
Supplemental materials are also imported for from other company facilities.
Capacity in the wastewater ponds as they fill with fine-grained sand is maintained by
frequent visual monitoring. The pond(s) area is situated in a previously mined section of
the property. Additional ponds are constructed adjacent to the existing pond, as needed,
in a northerly direction. No future excavation of the ponds is planned. Former ponds are
reclaimed back to orchards by covering the fine-grained sediment with topsoil, and
planting the area up with trees.
6. An aerial photo is enclosed depicting the areas where excavation has occurred on the site
in the past. All on-site aggregate reserves have been depleted. [Attachment E]
7. Well Details-
The prior RWD recapped some details on the three wells that supply water for the
processing plant systems. The recap table included a category titled "Approximate Age",
and stated that two of the wells were 1 year and 6 years old (respectively). Further inquiry
with facility personnel reveals that the ages presented actually reflected the most recent
time the well pumps were replaced. The wells themselves are older. Efforts to obtain well
log / construction details through the DWR and local drillers thus far have not been
successful.
We have identified and contacted a company that performs video logging services. Since
there are three wells located on the property, the most prudent approach towards
consolidating this task is to coordinate the taping with a window of time when none of the
processing plants are operating. The facility is scheduled to be down for periodic
maintenance during the first week of March, 2008. We are arranging to have the three
wells video logged during that time. Results will be provided to the CRWQCB soon after.
8. All on-site wells have been sampled for arsenic, as per the instructions in your letter. The
following table recaps the results for the three production wells, along with the prior test
result of the wash recycle ponds:
Source Arsenic u /L
Well # 1 2.1
Well # 2 2.0
Well # 3 2.1
Wash Recycle Ponds (prior) 3.6
A copy of the complete test results is enclosed.
