This would allow them to run their
asphalt plant essentially 24 hours a day, 7 days a week. As neighbors and members of the adjacent
community we are opposed to this ever increasing of this quarry's intrusion into our lives.
!n years preceding 2005 the Munn and Perkins plant was allowed to bid for night jobs and get
approval just as they are trying to do now. In 2002 they were approved for approximately I nights,
by the summer of 2005 they had applied for approximately 54 nights and had worked many others
without county approval. In the months of October and November alone they were approved, for 29
nights, and worked even more. Following this, they had their right to work nights revoked because
they were impacting the community too much. Now they want to start all over again. While running
the asphalt plant only is not as disturbing to the community as when the entire plant is running they
still run trucks, loaders dumping rocks, the odor of hot asphalt, and the asphalt plant itself. This
makes sleep difficult, will prevent us from opening our windows at nights, and disturbs the only quiet
time we now have.
Over the past several years the Munn and Perkins sand plant and rock crushing have been completely
rebuilt, partly without proper permitting, greatly increasing their capacity along with major increase
in noise and truck traffic during the day. In fact, this operation can no longer be considered a quarry
but a processing plant as virtually all of the rock and most of the sand are trucked in from out of the
county_ We feel that due to the constant expansion of this plant they Have reached a point that they
are negatively affecting the area and that further expansion need to take place at their other locations,
or they need to take relitigation measures beyond the ordinary to protect the area. While we are not
engineers some examples might be adding additional asphalt storage silos so they would not have to
run the hot plant at night, enclosing the plant, building sound barriers etc., they could also source
their asphalt from other plants that don't disturb residents as much. We do realize that these or any
other mitigation measures would add another layer of expense, however we feel that a plant that does
as much business and generates as much revenue as this plant would be justified as their operations
are keep increasing their impact on our lives.
We do realize that they have a right to do business and by the nature of the business quarries are
noisy, dusty, smelly operations, and have been willing to accept this. However, we feel that the
current 16 hr a day 7 day a week permitted operations are enough. When the plant capacity was
expanded during the last several years the noise level also increased significantly, we voiced our
concerns to plant employees we were told that the reason for the expansion was to run less hours, not
more. We feel we are known in the community as reasonable people and we ask that reasonable
measures be taken to protect us,our property, and our ability to enjoy our homes. Thank you for your
consideration.
Sincerely, / J
Marty and Diana Adrian
