River Road, Escalon <br /> General Plan: A/G &OS/RC Community: None <br /> Zoning: AG-40 APN: 247-220-18&19 <br /> Project Size: 142.58 acres Parcel Size: 197.31 acres <br /> Water Supply: Well Sewage Disposal: Septic <br /> Storm Drainage: On-site 100-Year Flood: Yes <br /> Williamson Act: No Supervisorial District: 4 <br /> Staff: John Funderburg CEQA Determination: Environmental Impact <br /> Report(EIR) <br /> Project Description <br /> This is a request for a Revisions of Approved Actions application and an Environmental Impact Report to amend <br /> Ordinance Development Requirement No. 4.of a previously approved quarry excavation permit (OX-89-0002) as <br /> follows: <br /> Hours of Operation: With the exception of periods of declared National, State, or County emergency, daily <br /> operations shall be restricted to the period between 5:00 a.m. and 9:00 p.m. The extended hours of 9:00 p.m. to <br /> 5:00 a.m. will be permitted only for projects that contain specifications that limit work to nighttime hours. The <br /> number of extended nights will not exceed 125 nights per year provided there are no unexpected delays in <br /> construction work Nighttime work will be limited to the asphalt batch plant loaders trucks including a water truck, <br /> and scale house The crushing of rock and excavation activities will not be permitted between the nighttime hours <br /> of 9:00 p.m. and 5:00 a.m. <br /> The Revisions of Approved Actions request will not remove any of the existing previously approved conditions of <br /> approval including the Reclamation Plan. <br /> Certification of the EIR <br /> An Initial Study/Mitigated Negative Declaration (IS/MND) was originally prepared for the proposed Revisions of <br /> Approved Application. However when neighboring properties expressed additional concerns over noise and odor <br /> it was determined that the project had the potential to result in potentially significant, adverse environmental <br /> impacts and an Environmental Impact Report (EIR) was prepared. This EIR is prepared as a project-level EIR <br /> pursuant to CEQA Guidelines Section 15161. This type of EIR focused on the direct and reasonably foreseeable <br /> indirect changes in the environment resulting from a change in operational hours. The EIR addressed the <br /> following issues: visual and lighting; transportation and traffic; air quality and climate change and noise. Each of <br /> these issues for which potentially significant impacts were identified is discussed in Attachment "B" of the staff <br /> report "Findings of Significant Environmental Impacts" identified in the Project Environmental Impact Report. <br /> Issues for which significant impacts that could not be mitigated were identified, and issues that have been raised <br /> in written and oral comments are addressed in the staff report under"Discussion of Project Issues". <br /> San Joaquin County QX-89-0002/Aggregates Inc. <br /> Community Development Page 1 <br />
