Analysis <br /> Background <br /> The existing quarry was originally permitted in 1957, and renewed under EP-75-3 (Excavation Permit). An EIR <br /> was prepared in 1975(EIR-75-6).The permit allowed the extraction of 1,500,000 cubic yards of sand and gravel. <br /> In 1981 EP (EP-81-6) was approved by the Board of Zoning Adjustment for the removal of 500,000 tons of <br /> material over a five year period. <br /> On August 3, 1989, the Planning Commission approved Quarry Excavation permit QX-89-2, with an expiration <br /> date of August 31,2009.This was a renewal of EP-81-6. <br /> On March 4, 1999 the Planning Commission approved a Revision of Approved Action application to amend <br /> Ordinance Development Requirement No. 14 and Condition of Approval No.1.d. <br /> Ordinance Development Requirement No. 14: Duration of Approval: Extend the life of the permit 30 years from <br /> the original date of approval,with an expiration date of March 4,2029. <br /> Condition of Approval No.1.d: The excavation and rehabilitation shall progress as indicated in the submitted <br /> rehabilitation plan.The excavation and rehabilitation shall be complete prior to 30 years from the date of approval <br /> of the Revisions of Approved Actions. <br /> Project Setting <br /> Permitted activities for the site consist of processing of aggregrate materials (sand and gravel). Aggregrate is <br /> trucked to the site from source pits, washed, screened and crushed.Additional sand is excavated from the quarry <br /> located northeast of the project site and transported via conveyor belts underneath East River Road to the <br /> processing facilities. The processed aggregrate is either directly hauled to the construction site, or is used for the <br /> onsite asphalt concrete hot mix batch plant(AC plant). <br /> The site consist of reclaimed areas, reserve areas, wash ponds, production facilities, administrative offices, and <br /> access roads. The reclaimed and reserve areas are mostly planted in orchards. The orchards are fanned by <br /> independent contractors. The project site is adjacent to the north, south, east and west by agricultural lands <br /> (almond and walnut orchards)and scattered residences. <br /> Discussion of Project Issues <br /> Environmental Impact Report No. PA-0900114 (SCH#2005082001) was prepared for this project. Issues for <br /> which significant impacts that could not be mitigated were identified, and issues that have been raised in written <br /> and oral comments are discussed below. As described in the EIR Chapter 2. "Project Description", the <br /> environmental changes analyzed in this EIR pertain only to the proposed changes in operating during nighttime <br /> hours 9:00 p.m. — 5:00 a.m. for no more than 125 days per year. All other permitted uses of the existing facility <br /> will remain unchanged. <br /> Visual and Lighting <br /> Existing lighting at the plant consists of safety lighting at the processing area. The Public Works Department <br /> has expressed the need for additional traffic safety lighting at the plant entrance. Additional safety lighting at <br /> the plant entrance on East River Road would be the only additional lighting on the project site. Residential land <br /> uses are particularly sensitive to new light sources, however, there are no residences or other sensitive <br /> receptors near the project entrance that would be substantially affected by the addition of safety lighting.
