create, maintain and/or support hundreds of jobs associated with the County's construction <br /> industry. <br /> F.2. Tax Revenue <br /> Approval of the Project would result in continued property tax and the potential for additional <br /> sales tax revenue to San Joaquin County. <br /> F.3. Regional Effects <br /> By providing a local source of asphalt and rubberized asphalt for highway construction work, the <br /> proposed project would reduce reliance material produced and shipped outside of the area. By <br /> providing local aggregate materials, the Project would avoid additional fuel consumption related <br /> to regional hauling. This in turn, would reduce future emissions related to criteria air pollutants <br /> and greenhouse gases. <br /> Per Section 15093(a) of the CEQA Guidelines, a lead agency may consider region-wide or <br /> statewide environmental benefits when determining whether to approve a project which would <br /> result in unavoidable adverse effects. <br /> G. STATEMENT OF OVERRIDING CONSIDERATIONS <br /> This section of the findings addresses the requirements in CEQA Guidelines Sections <br /> 15091(a)(3) and 15093. It requires the lead agency to balance the benefits of a proposed project <br /> against its unavoidable significant impacts and to determine whether the impacts are acceptably <br /> overridden by the project benefits (outlined in Section F above). As described herein,project- <br /> level unavoidable significant impacts would occur in the Air Quality/Climate Change and Noise <br /> categories. <br /> The Commission finds that the previously stated benefits of the for the Munn &Perkins Quarry <br /> Excavation Permit as contained in the proposed action and described in section F, and described <br /> in the benefits letter from the applicant, outweigh the unavoidable significant adverse <br /> environmental impacts as discussed in Section D.3. The benefits of the Project, as cited in <br /> Section F, are hereby determined to be, in themselves and independently of the other project <br /> benefits, a basis for overriding all unavoidable project-level and cumulative environmental <br /> impacts identified in the EIR and in these findings. <br /> The Commission's findings set forth in the preceding sections, and in the Draft EIR, the Final <br /> EIR, and public testimony,have identified all of the adverse project-level and cumulative <br /> environmental impacts and the feasible mitigation measures which can substantially lessen or <br /> avoid impacts. The Commission also finds that a reasonable range of alternatives was considered <br /> in the EIR and in this document (Section E) and that no feasible alternatives substantially <br /> lessening project impacts are available for adoption. <br /> The Commission finds that the project's benefits are substantial, and overrides the unavoidable <br /> impacts of the project as discussed in Section D.3 above, including: Unavoidable Air <br /> Quality/Climate Change and Noise Impacts. <br /> 686139-3 19 <br />
