The Commission has identified benefits and objectives (Section F), which will result from <br /> implementing the proposed project. The Commission has balanced these benefits against the <br /> unavoidable significant adverse effects of the proposed project. Implementation of the Project <br /> would benefit the community by providing local aggregate material essential for the maintenance <br /> of existing infrastructure, road improvements, and continued economic development; <br /> maintaining and creating jobs in the mining and construction industries; increased revenue to San <br /> Joaquin County and the reduction of environmental impacts related County-wide air quality <br /> from providing a local source of aggregate instead of hauling material greater distances. The <br /> Commission finds that the benefits identified herein override the significant, unavoidable <br /> project-related environmental effects. <br /> H. ADOPTION OF A MITIGATION MONITORING PLAN FOR THE CEQA <br /> MITIGATION MEASURES <br /> Section 21081.6 of the Public Resources Code requires this Commission to adopt a monitoring <br /> or reporting program regarding the changes in the Project and mitigation measures imposed to <br /> lessen or avoid significant effects on the environment. The MMRP, included as Chapter 10 in the <br /> Final EIR, is adopted because it fulfills the CEQA mitigation monitoring requirements: <br /> a) The MMRP is designed to ensure compliance with the changes in the Project and <br /> mitigation measures imposed on the Project during Project implementation; <br /> b) Measures to mitigate or avoid significant effects on the environment are fully enforceable <br /> through permit conditions, agreements or other measures; and <br /> C) To the extent that any measures in the MMRP differ from any Conditions of Approval, <br /> the Conditions of Approval shall control. <br /> Findings: <br /> The Commission hereby adopts the Mitigation Monitoring and Reporting Program per Section H <br /> of these Findings. <br /> 686139-3 20 <br />
