Hazelton Avenue <br /> Stockton, CA 95205-3163 <br /> Attn: Mr, John Funderburg <br /> Dear Mr. Funderburg: <br /> My wife & I are the property owners and residents at 26546 East River Road, Escalon, CA <br /> 95320, located in the area of the Munn & Perkins gravel processing facility. My property is <br /> located approximately 1500 feet from the facility, and is subjected to extensive disturbances <br /> during operation. <br /> During daytime hours, the facility produces constant industrial noises including the sound of <br /> conveyers, trucks coming in & out of the facility, banging from tailgates, backup beeping, and <br /> general noise throughout the day. <br /> The daytime noise recently has become MUCH more pronounced, so I walked over to the plant, <br /> and noticed they recently re-graded their property to be much higher on the side closer to us, <br /> and removed a dirt berm that used to be between us and the facility. <br /> During recent night operations, my family and I were subjected to oppressive noise from trucks <br /> and heavy equipment operating throughout the night. It was impossible to sleep, regardless of <br /> the fact we closed our windows which we normally used to keep open at night to cool our house <br /> down. <br /> The noise continually woke us up from our sleep on nights which they operated, and many <br /> times it was impossible to fall back asleep. Trucks would pass by our driveway and not only <br /> make noise, but emit a foul asphalt odor that would linger long after a truck had passed. The <br /> odor would accumulate to the point it was uncomfortable to stand outside and breath, again <br /> forcing us to close our windows we normally would have had open. <br /> Further, after browsing the EIR (I do NOT have the money to hire an attorney to represent me <br /> and review the whole document, which is frustrating because I have learned that is part of the <br /> way entities hope to slip questionable projects through the system), I would like to make four <br /> points: <br /> TRAFFIC : there is a small section of passing lane on our part of river road,just west of the <br /> Munn & Perkins plant. When trucks are hauling out of that facility, cars following west bound on <br /> River Road just cannot wait to pass the trucks. Many times vehicles come by two wide in front of <br /> our driveway (a truck in the west bound lane, and a passing vehicle also heading west in the <br /> east bound lane). This is a very dangerous condition when it just involves cars (River Road is an <br /> alternate commute route, no getting around it), but when slower moving trucks are involved, <br /> especially during night time operations, it is absolutely unsafe even trying to get out of my <br /> driveway at times. <br />
