SPEED : I monitored the trucks during night time operations, and after reviewing the EIR and <br /> the proposed Speed/RPM standards recommended, I have visual &video evidence <br /> demonstrating the trucks were travelling MUCH faster than recommended (very close to the 55 <br /> natural speed limit on this section of River Road). There is absolutely NO WAY truck drivers will <br /> maintain the 35-43M PH recommendations used to justify this operation ... They are business <br /> people who NEED to move product in an efficient manner, driving at the posted speed limits will <br /> ALWAYS supersede any policy to drive slower. IF they ever were caught, they would simply say <br /> they had forgotten and won't do it again, so there is NO effective policing to ensure they would <br /> travel the recommended speeds. Having a Munn & Perkins employee"monitor"the drivers at all <br /> times during proposed night time operations would be equivalent to having the fox guard the <br /> hen house. <br /> ODORS : we get double hammered by asphalt, and worse rubberized asphalt, odors most times <br /> the plant is in operation (we get slight relief when the wind blows heavily enough to blow the it <br /> away.)The plant puts out foul odors (and noise), but when the truck drive by our house, a <br /> stench of rubberized asphalt follows them as they travel down the road. This odor is EASILY <br /> smelled over 300 feet back from the road, it permeates and settles into the air, sometimes <br /> remaining for as long as 30 minutes. It is impossible to enjoy any outdoor activities when the <br /> odors exist, we used to BBQ at night, my children would have high school friends over, and <br /> many times I would work in my garden &orchards. The odors are choking, and have forced us <br /> to move family activities back inside whenever trucks are passing by our house. <br /> NOISE : The noise is incredibly oppressive, I think there is a SERIOUS FLAW in the EIR with <br /> respect to noise that relates to the idea of standardized noise tests. These tests are designed to <br /> capture ambient noise, but do not fully take into account local conditions. Specifically, the <br /> surrounding area is almost exclusively orchards, which is what it has been forever. The trees do <br /> NOT block sound as many might think,they CHANNEL NOISE down the rows, prevent it from <br /> dissipating like it would in open space, and AMPLIFY the sound wherever a row ends. To <br /> illustrate,just cup your hands and put them around your mouth when you talk, you'll notice your <br /> voice carrys with more decibels, and travels much further. When the trucks pass our house, <br /> their noise travels right down our rows of trees, hitting our house face on ... its INCREDIBLY <br /> loud, I suspect almost as loud as at the street! <br /> We feel we purchased a beautiful piece of country property, paid top dollar for it, and one of the <br /> benefits was the "peaceful &quiet"environment ... I paid a premium for that, in fact I invested <br /> our life savings into it. It would be a personal tragedy for my whole family if this proposal is <br /> approved, because it would deteriorate our quality of life to almost nothing. There is NO way I <br /> would be able to stay here if the proposal is approved, hundreds of trucks passing at night <br /> would ruin any opportunity for my family to sleep throughout the night, it would become unsafe <br /> at times for us to pull out of our driveway, and the stench would make it impossible to enjoy <br /> even evenings any longer. <br /> I am formally requesting the Commission consider the noise and odor impacts of this <br /> project, which the County's EIR admits cannot be mitigated. I am requesting the Commission <br /> deny this application based on these circumstances, and most importantly I am formally <br />
