requesting the Commission PERMANENTLY DENY ANY EXPANSION of the subject Munn & <br /> Perkins gravel processing facility. This operation has a LONG HISTORY of abuse (against local <br /> residents AND the County), including making major alterations without obtaining permits, <br /> operating out of the parameters of their operation, and they don't even MINE there any longer, <br /> and instead just use the facility as a processing plant. <br /> If I read the County rules properly, their right to operate is only justified under specific <br /> emergency conditions, none of which seem to apply. <br /> I understand they do have a grandfathered permit to operate, something that was a mistake <br /> made in the past ... but it would be completely inappropriate to EXPAND in any manner, at any <br /> time (except as stipulated in the emergency conditions clause) the operations of this facility. <br /> They have become an unreasonable neighbor, used their size to their advantage, and are <br /> attempting to bully & strong-arm a few local residents, basically hoping we won't fight back. <br /> Well, when its your home you are fighting for, and its all you have, you put your back to the wall, <br /> fight, and ask public officials to make honorable long-term decisions, that are in the communities <br /> best interest. Denying the Munn & Perkins facility to expand operations for purely financial <br /> interests, at the expense of neighbors RIGHT to a reasonable environment seems to clearly fall <br /> into that category. <br /> Under these circumstances, how can the Commission make the required finding that issuing the <br /> permit"shall not be significantly detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements in the vicinity"? <br /> Please DENY this application, and advise Munn & Perkins their current operations are all they <br /> will EVER be allowed to have at this facility ... until that permit expires, at which time they <br /> should be removed from the area, and the land returned to its naturally zoned agricultural use. <br /> Thank you very much for your consideration, I am requesting you please include my letter in the <br /> Commission's packet for the upcoming hearing on this application. <br /> Jeff& Pam Bond <br /> 26546 River Road <br /> Escalon, CA 95320 <br />
